The facility was based on a GE 7HA.02 combustion turbine. The Steam Turbine and HRSG are Alstom legacy equipment. The project included a 4 mile, 230 kV transmission line (approx. 1 mile was underground. solid dielectric cable) and the construciton of a 230 kV switchyard to interconnect into the PJM system.---------- New Carlisle, IN ---------- Performed engineering and construction oversight to add "Black Start" capability to an existing generating station. Coronado Power Ventures is a small development organization that develops highly efficient, combined cycle power generation projects. The team focused on developing new generation in the ERCOT system; the La Paloma Energy Center, a 707 MW net generating station located in Harlingen, TX to be connected to the south zone of the grid; and the Pinecrest Energy Center, a 735 MW net generating station located in Lufkin, TX that to be connected to the north zone. Responsible for all technical aspects of developing new, green-field, combined-cycle power generation connected to the ERCOT grid including: Project siting and locating key infrastructure elements including water, electric and gas transmission, rail and roadway access; Environmental permitting for PSD & GHG air quality permits, TPDES and USACE permits; Transmission interconnection; EPC contract development and negotiation.  Managed the preparation of the engineering basis for a firm fixed-price EPC contract for the Las Brisas project, a petroleum coke fired generating station with a nominal capacity of 1300 MW located on the ship channel in Corpus Christi, TX.

Conceptual designs and layouts were prepared for expansions ranging in size from 300 MW to 2000 MW. The scope of the studies included evaluations of Fluidized Bed and Pulverized Coal boiler technologies as well as emissions control technologies and configurations.

Provided Engineering Management and technical support for the development of power generating facilities.---------- Calcasieu Parish, LA ---------- Served as project manager for the engineering and construction of a 230kV, 4-breaker substation for the Calcasieu Power 350 MW generating plant. Provided engineering management and contractor oversight of the EPC contract and OEM contract management for equipment purchased under a master purchasing agreement, e.g. combustion turbines, generator step-up transformers, generator circuit breakers, and isolated phase bus duct.---------- Carson City, MI ---------- Provided engineering management and contractor oversight during the installation of a refurbished Alstom 345kV generator step-up transformer following a bushing failure. Performed contract management for the environmental noise remediation efforts in a 700 MW simple-cycle generating station.  Directed the completion and turnover of a $200MM construction project. Enforced and applied the relevant sections of the contract to ensure appropriate punch-list items are completed or negotiated out of the scope of the contract.

 Managed the quality assurance processes and implemented the quality control system in the newest division of a world-class engineering and construction company. Responsibilities included: planning, leading, and conducting internal audits, overseeing the system improvement committees, leading the Lloyds of London auditors through the internal documents and processes. Worley International, Inc. obtained ISO 9001 certification in June of 1999. Developed quality assurance procedures for 3-D modeling of offshore production and drilling platforms. Responsibilities included: managing relationships between project controls, piping design, structural design, and drafting disciplines.  Led the electrical engineering activities to purchase the electrical facilities on four offshore platforms in Bohai Bay, China. The project included three combustion turbine generators and a smaller stand-by diesel generator to support the drilling, production, and loading facilities.  Coordinated the development of an Electrical Database to minimize the number of man-hours expended to track electrical loads and bulk material purchases. The database automatically generated load calculation summaries, equipment data sheets, and bulk materials requisitions.

---------- Arzew, Algeria ----------Led an electrical team of engineers, designers, and construction superintendents during the construction and commissioning of the Sonatrach LNG debottlenecking and re-powering project.  Performed contractor management for the engineering and construction of a 60 kV, indoor, air insulated substation.  Directed the site assembly of two (2) 30 MVA step-down transformers to tie the on-site generation to the local transmission grid.  Directed the construction of a 60 kV underground duct bank system and managed all cable pulls, cable pulls, and acceptance testing.  Directed the construction of a new electrical equipment building (site erected) to support the operation of 4 field erected boilers. Systems included medium (6.6kV) and low (380V) switchgear and motor control, UPS, and battery systems. Performed all acceptance testing and commissioning. Led a team of control system engineers to move all local turbine control and synchronizing capabilities to a centralized DCS.---------- Rhourde el Baguel, Algeria ---------- Worked as a member of an engineering and construction team to purchase and install distribution equipment for a 50 megawatt generating unit. The project combined three existing and three new combustion turbine generators to supply power to a high-pressure gas injection and oil recovery facility in the Algerian desert. ---------- Deer Park, TX ---------- Member of an engineering team to design and construct the medium and low voltage electrical distribution and motor control systems for Global Octanes (MTBE gasoline additive). Responsibilities included: preparing equipment specifications and design drawings (one-line diagrams, control schematics, interconnection diagrams), performing system calculations and protective relaying studies, preparing construction plans and installation details.
