An experienced Counter Fraud Manager and Investigator having joined Local Government in 1991. Providing strategic and operational counter fraud expertise at both managerial and practitioner level for 12 years with Slough Borough Council, and then as the Head of Counter-Fraud with Oxford City Council from 2013.Leading a dynamic, agile and cohesive a team of Managers, Investigation Officers & Intelligence Officers to deliver year on year performance improvements, and making personal contributions to team targets through processing own caseload of complex, serious and sensitive investigations to all types of sanction outcomes including criminal prosecutions.Since taking up the Manager role at Oxford, my team has established a national reputation for being among the UK top performing authorities, a centre of excellence for counter-fraud and leading the way in terms of innovation and results. From February 2015 to October 2021, my team has prevented fraud losses and generated revenue in excess of £72 million. This class-leading performance has been independently recognised from achieving 6 IRRV Performance Awards over 5 years of entering submission.On taking up my role with Oxford, I embedded a very different culture which looks beyond the geographical boundaries of the City. Having commercialised all functions of the team and forming a shared service partnership with Reigate and Banstead Borough Council, we now serve a portfolio of over 37 public and private sector clients, all around the UK. Since 2016, my team and I have delivered an annual Fraud Conference in the heart of Oxford (virtual in 2020). The sellout event has become extremely popular and is known to be the number one conference of the fraud calendar, always remaining free for delegates to attend. I am accredited by University of Portsmouth as as a Counter Fraud Manager, Counter Fraud Specialist and also hold the Advanced Certificate in Investigative Practices. An acknowledged covert surveillance professional, I have delivered surveillance training to international police forces overseas on several occasions.
