The mission of the Council is to advance the physical and cyber security and emergency preparedness of the nation’s chemical sector infrastructure. This mission will be accomplished through voluntary actions of the infrastructure owners and operators represented in the Council, as set forth in Presidential Policy Directive/PPD-21 and related authorities.The objectives of the Council are to:• Serve as the primary liaison between the chemical sector and federal agencies, including the Department of Homeland Security (DHS), concerning chemical facility security and emergency preparedness issues;• Facilitate sharing of information about physical and cyber threats, vulnerabilities, incidents, and potential protective measures;• Coordinate with DHS and the Government Coordinating Council (GCC) to establish a system, outside of regulatory frameworks, to address potential threats and emergency response; and• Represent the chemical sector in discussions with other infrastructure sectors as well as with the GCC on matters of threat, security, risk analysis, emergency preparedness and response, and other related matters.

Efforts were focused primarily on special security event planning and executive protection with secondary responsibilities in intelligence analysis, risk assessment, training and drill management for Dow sites globally.

The Louisiana Emergency Preparedness Association (LEPA) is a non-profit statewide organization of emergency preparedness and response practitioners with the common goal of improving public safety in emergencies. LEPA was formed in 1980 by a group of local civil defense directors who recognized the need to expand and incorporate personnel in emergency service organizations into a cohesive and productive association.

Served as the Senior Intelligence and Security Officer for the Commander, responsible for timely and accurate reporting of all matters pertaining to Intelligence and Security. Developed intelligence for Brigade tactical planning to include: developing enemy situation, identifying enemy capabilities and limitations, analyzing terrain & weather, developing enemy courses of action, developing intelligence collection plan, and wargaming. Responsible for evaluating unconventional enemy threats, insurgency tactics, friendly vulnerabilities, and recommending actions to counter or minimize them.

Led site efforts in delivering/executing Emergency Services & Security (ES&S) work processes, standards, site emergency and security plans and procedures. Responsible for leadership and coaching ES&S personnel and providing security, emergency management and crisis management coaching. Implemented annual and long-term capital projects and developed annual budgets while ensuring the site’s compliance with all federal, state, local and company requirements related to ES&S operations including MTSA, CFATS, OPA and VPP.
