My primary responsibility is to lead a team of over 110 resources utilizing my understanding of the challenges/opportunities facing the Department of Health and Human Services to develop Enterprise Case Management capabilities that optimize benefits and services. The New Hampshire system touches the lives of 1 in 5 families and processes over 750,000 transactions daily with approximately 8.5 million lines of code, 1,200 web pages and 850 reports. Program served include Medicaid (medical assistance), TANF (financial assistance), SNAP/WIC (nutrition), long term support services, childcare and child Support. I am responsible for client relationship, staff development, strategic planning, IT transformation, business processing engineering, project management, financial management, vendor management, procurement, staffing, methods and tools. This project includes support for the Affordable Care Act (ACA), HIX/FFE integration and compliance with Federal standards for enhanced IT funding and modernized client service delivery. Innovative uses of technology include fist in the nation digitized paper free HHS workflow, “go green” electronic client notifications, virtualization of brick and mortar workforce management, tablet client check-in kiosks, extensive mobile/tablet/desktop self-service applications using CSS3/HTML5, text message notification and eGovernment to business collaboration portals.Architecture includes Angular JS, HTML5, CSS3, JSF 2.0, Primefaces, Java, EJB 3, WODM (ILOG), Websphere Batch (ComputeGrid), HPExstream, MyBatis, Jasper, Kofax, OnBase, Cognos JIRA, SCM, Linux, DB2, Websphere & RAD.

Solution and strategy architect supporting EDS’s MMIS market vision including product planning, competitor analysis and pricing/delivery models. Implementation manager for the replacement of Connecticut’s MMIS. Responsible for managing over 65 resources and for definition of the process methodology for all project team members. Functional responsibilities included claims processing, Web services, automated voice response, electronic data interfaces, document imaging/OCR, provider enrollment, recipient reference file maintenance and prior authorizations.Champion and project manager of a multi-state cooperative working with participating states’ HHS senior management and the New England States Consortium Systems Organization (NESCSO) to save millions of dollars using a multi-state leveraged delivery model. Implementation scope included HIPAA remediation for three states, implementation of Northeast EDI Clearinghouse for four states, full replacement of the MMIS online systems in four states, and the implementation of a claims OCR solution. Peak time size included over 100 project team members with staffing in five time zones across the US, Canada and India.Established a national HIPAA assessment practice focused on integrating HIPAA compliance and IT strategy planning. Responsibilities included the development of a sophisticated assessment methodology and tool set to simplify a complex series of tasks. Maintenance and enhancement technical and team leader responsible for application and for all aspects of the MMIS systems operations and enhancements as well as Medicaid process improvement in collaboration with DHHS leadership. Introduced project planning/management, system life cycle methodologies and quality methodologies and procedures. Managed the application and platform delivery teams and supported fiscal agent operations. Lead the NH XIX AIM implementation project. Project effort over 7,500 hours with a duration of six months, delivered and accepted by New Hampshire State staff as scheduled with an average of less than 2% deviation between actual and estimated project effort and duration. Lead the NH XIX AIM Pharmacy Implementation project. Project effort of over 3,500 hours with duration of three months.
