As COO, I was responsible for all business development and operations for the company. CAS provided high-end Consulting Services as well as Construction Management as an 8a, HUBZone and SDVOSB company. Led implementation of all corporate planning and execution of systems.

As the Vice President, Strategic Operations of Millennium, I was principally responsible for the corporate business growth strategy and enterprise business operations of a $50 plus million-dollar company. His primary focus was to deliver visionary thinking that drove enterprise value through modernization of the cyber portfolio across the Federal space.

Served as SVP, Operations, for a 22M, SDVOSB IT Company serving the FAA, DoT, DoS, and DoE. Managed U.S. and overseas operations in six different countries. Led final mile capture and implementation of a 70M, 5 year Prime award for Web/Strategic Support for the FAA. Completely transformed company business systems to manage a complex matrix organization of developers and technicians to maximize billable hours. Revamped P&L operations to include innovative MSRs and QBRs for customers and corporate leaders. Instituted PM and employee training program to broaden complex IT skills.

Managed a $125M portfolio of programs and a diverse team of 5 Directors and 12 PMs worldwide including Africa, Iraq, Afghanistan, South America and throughout the United States. Programs included Asymmetric Warfare Group, JIDA Counter IED programs overseas and at NTC, JRTC, the Marine Corps Engineering Center as well as classified programs at DTRA.

As VP, ran a $100M Army AT&L portfolio of businesses. Responsible for the overall P&L and BD support of Systems Engineering and Technical Support, Program Management and Technical Consulting, Acquisition Management and Information Technology. Had 100% win rate of incumbent programs (8) and won only new business opportunity in business unit in 2015. Managed a functionally and geographically diverse team of 600 engineers, and technical professionals supporting Army AT&L programs. Led and developed 15 Program Managers.

Responsible for business development of a World Wide Army Account for the Engineering and Professional Management Group at Engility. Portfolio included Systems Engineering and Technical Support, Program Management and Technical Consulting, Acquisition Management and Information Technology. Responsible for the overall operation and growth of $30-50M Army, MDA and other Federal Agency Programs within the Business Group including oversight of all contracts, personnel, and budgets.

GS-15 for the Mission Command Training Center. Directed and lead the coordination of education and training between IA, NGO and IO community and military counterparts at the Operational and Strategic Levels. Planned, coordinated and executed first major IA Mass Atrocities exercise during a Corps warfighter where policy developed in Washington (9 Agencies and 28 Bureaus) was directly integrated to the MAPRO exercise.

• Commander 4/11 FA 172d SBCT - Led 400 soldiers to transform from Artillery to Maneuver Task Force performing combat operations in Iraq for 17 months. Trained, led, managed Iraqi Army Brigade (3,500 soldiers) and 3 police districts (more than 2,500 police). Integrated special intelligence, public administration, strategic communication, public works, economic development, public health and education into combat plans. • Operational Integration Chief – PKSOI. Assisted in developing the organizational structure and design and execution of the Civilian Response Corp at DoS/CRS. Wrote, conducted and evaluated their first certification exercise. • Executive Officer to Director of Operations Regional Command-South Afghanistan - Designed/integrated 26 national information systems into a coherent process; led effort with six contractors and 3 U.S. military organizations. Wrote, designed, implemented Civil-Military staff-planning process for the 6th British Multi-National Division Headquarters. • Department of State RC-S Regional Platform Afghanistan – Served as Operations officer and special project officer for Senior State Officer. Oversaw and led the reformation of Kandahar city power program including obtaining $450M for the Kajaki Dam renovation project. • 10th Mountain Division 360 Assessment Team – Provided formal assessment of operations in RC-S for the Commanding General. Assessed capabilities and capacity gaps throughout southern Afghanistan. • Served in 2d Ranger Battalion, Delta Force as well as the Joint Readiness Training Center. While at JRTC served as Chief of Plans and Exercises. Responsible for leading the Stryker Brigade Certification (a $28M exercise) that required congressional approval as well as the first rotations for Afghanistan.• Published Author – Building Partner Capacity – A New Structural Paradigm was used by the Chief of Staff of the Army to structure Regionally Aligned Forces.
