Conducted contract reviews, quality reviews, assembling and directing multi-discipline engineering teams, provided capital cost evaluations, participated in contract negotiations with foreign governments and U.S. government agencies.• For the U.S. Government Millennium Challenge Corporation, senior reviewer and task manager for independent engineering services on the $325MM sewer and water expansion project in Lusaka, Zambia and $150MM upgrades for Zarqa City, Jordan water and sewer infrastructure. Travel to Lusaka for review meetings with local stakeholders and government officials. • Managed the design and construction of 27 miles (24km) of pipeline to discharge treated mine waste from the Resolution Copper Mining, LLC for reuse as irrigation water for the Queen Creek Irrigation District for this $16MM project.• Managed the design and construction of the 78-inch-diameter (1980mm) and 60-inch-diameter (1500 mm) SAVSARP Raw Water Delivery Pipeline including canal turnout, hydraulic structures, flowmeter vault, large canal turnout, pipeline, and two tunnels on the Central Arizona Project’s Tucson Aqueduct. Responsibilities on the $24MM project include managing a multi-discipline team of structural, mechanical, electrical, and instrumentation and control engineers to generate more than 100 drawing sheets to achieve construction startup in 2007.• Responsible for route analysis, design criteria, and design management for route selection and design of a 66-inch-diameter (1700 mm) pipeline, tunnels, and hydraulic transfer vaults.The project had a construction value of $150MM.• Managed the surge analysis and hydraulic modeling for various systems for Tucson Water Department including CAVSARP PRV Expansion,

Afghanistan

Managed multidiscipline engineering production teams, GIS analysts, and field personnel on this $155MM project. Oversaw value engineering, labor estimates, work plans, work breakdown structures, scope preparation, contract negotiations, change management, schedules, and client retention, hiring and placement of technical staff.• Developed technical content, contract management, quality control, and engineering for projects in nineteen provinces including hydrological studies, canal upgrades and rehabilitation, river offtake improvement and rehabilitations, green houses, cold stores, and pack houses. • Coordinate with USAID Office of Infrastructure, Energy, and Engineering, USAID contracting officers, and Chemonics corporate level for approval and expenditures.• Mediated equitable solutions and avoid legal action collaborating with corporate legal staff and to recover $480K in suspended billings.• Equip and start-up of first fresh fruit concentrates facility in Afghanistan including wastewater treatment, water supply, power supply, and equipment installation. • Managed and built capacity of Afghan engineering staff; 16 engineers. • Managed the National Agricultural Information System including data collection, database development, and GIS presentation of agricultural systems.
