Responsible for the management, administration, and directing of the activity of the Finance Department and fiscal matters citywide. Duties include debt management, accounting and internal controls, development and implementation of appropriate policies and regulations, and serving as the City’s budget director. Perform routine and complex professional and supervisory functions in maintaining the fiscal records. Position requires independent problem solving, implementation of technological solutions, and application of accounting techniques. Reformed the City’s accounting framework by revising the chart of accounts and budgeting format, including the establishment of the City’s first multi-year capital improvements plan.

Aligned the strategic plans as set forth by upper management and elected officials with the daily activities of the City. This was accomplished by using quantitative and qualitative metrics into an integrated database that utilizes dashboard reporting and provides enhanced clarity and transparency into the decision making process. These tasks led to the creation of a performance-based budget including balanced scorecards, aspects of Six Sigma analysis, purpose statements, and additional strategic planning. -Implemented the performance initiative, which included creating a measure system that correlates daily activities with the short and long term strategic goals. -Architect of a 1,000 metric integrated performance ERP database, which included dashboard reporting, briefing books, and report maps for upper level management.-Passed operating budget increases of less than 1% two years in succession.-Reduced the property tax rate three consecutive years.-Winner of Actuate’s 2007 Award for “Excellence in Performance Management”.-Recipient of the 2008 International City/County Management Association – Center of Performance Measurement (ICMA-CPM) “Certificate of Achievement” in measuring and improving local government performance.
