As the Senior Strategic Consultant in the Upper Colorado River Basin, Scott helps lead TFT's efforts in Colorado and the Upper Basin, where he has directed land and water conservation efforts for nearly two decades. His firm, Innovative Conservation Solutions (ICS), began collaborating with TFT on water projects in 2019, and the organizations joined forces in 2022. Scott works in close partnership with water users, ditch companies, special districts, and NGOs--delivering the plans, tools, insights, and technical assistance needed to help these groups build drought resilience, modernize irrigation infrastructure, support production economies, and sustain freshwater ecosystems.Before founding ICS, Scott was the Lincoln Loeb Fellow at Harvard University and a joint fellow at the Lincoln Institute of Land Policy. He previously served in the Colorado Office of Economic Development and International Trade under governors Owens and Ritter and, for seven years, directed one of the country’s largest land trusts, the Palmer Land Conservancy. Scott is the recipient of Colorado College’s Livesay Award for Social Change, the American Society of Landscape Architects' Jane Silverstein Ries Award (organizational award), and the Robert V. Menary Award for Excellence in Environmental Issues (organizational award). He enjoys complex, creative projects that don’t always have a road map for how to get from point A to point B.
