About Scott E.

I am a nationally recognized expert in the delivery of psychological services to geographically dispersed military and federal government-connected populations. I oversee the most experienced cadre of security clearance psychologists in the world as I lead the National Industrial Security Program psychological evaluation contract for the Defense Counterintelligence and Security Agency. As a founding partner of the award winning Star Behavioral Health Providers project (starproviders.org), I have extensive experience recruiting, developing and training networks of high-quality behavioral health providers. I previously worked as the Senior Psychological Health Advisor at the National Guard Bureau, a role in which I helped develop minimally specified standards and supported the work of nearly 500 behavioral health professionals across the country. Most recently, I founded ClearancePsych, the first and only security clearance psychology collaborative in the world.I earned my Ph.D. in Counseling Psychology from Ball State University, trained in Clinical Child Psychology and Pediatric Neuropsychology at the University of Minnesota Medical School, and am a graduate of the Health Innovation and Implementation Science program at Indiana University School of Medicine. I am licensed in Indiana and Virginia and board certified by the American Board of Professional Psychology. I have 30 years clinical experience having held posts in Special Operations, Army aviation units, military treatment facilities, community mental health centers, church and university-based counseling clinics, hospitals, youth treatment centers, autism treatment centers, and private practice settings. As a welcomed diversion, I design, implement, and study social and behavioral science interventions to improve outcomes across government, healthcare, faith-based, financial and business organizations. Current projects include programs designed to decrease risk of robberies at a financial institution, to increase Army Wellness Center follow-up visits, and to increase giving among church members.
