Supported development of successful major Indefinite Delivery/Indefinite Quantity (ID/IQ) proposal for Worldwide Environmental Services and Ammunition storage facilities; AFCEE (Brooks) and USACE (Huntsville) multi-year multiple award task order contracts (MATOC’s) and competitive task-order proposals. Company closed office closed in June 2009. Accomplishments include developing internal cost and schedule practices and resources for internal engineering estimates shortening time required for response to U.S. Government requests for proposals.

Program Manager: Responsible for client’s service management, stakeholder management, and operations of a $60MM 3-year contract for U.S. Department of Energy (DOE) with international design/build projects in Spain, Belgium, United Kingdom, Sri Lanka, Singapore, South Korea, Dubai, and Egypt.

Managed Real Estate Divestment Portfolio and Performance-based Closure Portfolio for Chevron-Texaco including staff in 7 offices throughout California and the western U.S.

Construction Inspector: Responsible for oversight of USACE contractors involved in civil construction (levees) in northern California and HTRW programs at the former Fort Ord, Monterey, California. Performed daily inspections, maintained Resident Management System (RMS) for Sacramento Project Office, reviewed and approved submittals, performed safety and quality audits and verified quantity estimates for 8(a) contractors repairing the northern Sacramento Valley levee systems. Oversaw TERC I and TERC II construction, plant operations and maintenance, base-wide long-term groundwater monitoring (LTM), and ordnance and explosives avoidance and removal activities. Attended daily safety meetings, conducted daily safety reviews of construction operations, reviewed payment vouchers and daily construction reports.Environmental Engineer: Responsible for review of USACE contractor submittals including Remedial Investigation and Feasibility Study documents, plant operations reports, LTM reports, and project work plans in comparison with project documents.Accomplishments: Learned the USACE contracting requirements including work authorizations, funding and obligations; learned USACE construction operations requirements including the Resident Management System (RMS) quality, safety, and pay requirements. Learned USACE negotiation tactics as a government reviewer and negotiator of contractor claims.

Project Manager: Responsible for oversight of USACE Pre-Placed Remedial Action Contract (PRAC) delivery orders including Defense Logistics Agency Sharp Army Depot (Lathrop) and DDJC (Tracy) including removal and closure of industrial waste impoundments and sumps, structure demolition including all preparing all work plans and closure reports; Demolition of structures at Travis Air Force Base (Fairfield); asbestos and lead-based paint abatement, site restoration; Beale Air Force Base (Marysville) PCB-decontamination and clean-closure of the former Mar-Tech yard. Field Manager: Environmental assessment/bankable feasibility study of a silver/lead/zinc mining prospect in San Cristóbal, Bolivia including three-month winter field work at a 15,000-feet elevation.Project Manager: John Brown Plastics Machinery environmental compliance and corrective action program under various and federal law in Michigan, New Jersey, North Carolina, Ohio, Rhode Island and Wisconsin.Accomplishments: Completed approximately $2 million in project backlog, completed apprenticeship in government contracting and federal acquisition regulations, learned the opportunities and threats to projects in remote locations, and learned about regulatory programs throughout the Unites States.

Project Geologist responsible for planning and field execution of Remedial Investigations under the Comprehensive Environmental Response and Liability Act (CERCLA) in Oregon and Interim Remedial Actions (IRMs) for lead-impacted soil stabilization in Los Angeles, California. Accomplishments include completion of Remedial Investigation of 150 acre-facility in 6-months including sampling of 20 private residential wells using an innovative geographic information system (GIS) approach.
