I supervise approximately 146 full-time equivalent employees (FTEs) located in 25 departments. The annual budget in fiscal year 2018 was $24.5 million. Since 2015, I implemented a number of changes (administrative, financial and cultural) to set Kewaunee County on the path toward excellence. The first priority was to assist county board supervisors in analyzing and approving a county budget. I worked with the Finance Director to change the format of the county budget completely. The new budget format provides supervisors and the public with a document that explains the work and purpose of each department, the number of full-time staff employed by the department, a line by line account of the department budget, a list of capital outlays, and a list of any fees that the department may charge the public. This new format provides a great deal information to supervisors on the effects of the budget on the tax levy, tax rate, and provides a trend analysis that compares previous budget numbers to the proposed budget. Supervised the operations of a state agency with 15 people that administered three programs with 6.2 billion in assets and an annual budget of $3.1 million. Responsibilities included agency fiscal and administrative functions (including human resources). Janesville School Board 2011-2014The district serves approximately 10,000 students and employs nearly 1,200 people. The School Board approves a district budget annually that totals approximately $110 million. The District received numerous awards including: 2013 WI Schools of Recognition – 7 schools (5 elementary and 2 middle schools) US News & World Report Best High Schools – Silver Medalists – 2 high schools Asia Society Confucius Classroom – One of the top 100 Chinese language classrooms in the nation 2011 National Blue Ribbon School Award – US Dept. of Education – Kennedy Elem. DPI Accountability Score – Top score of the 10 largest school district in WI.Rock County Board of Supervisors 1997-2004Represented the city of Evansville and town of Union. Rock County has a population over 150,000 and a budget exceeding $150 million annually. Served on numerous committees, boards and special task forces. Responsible for the promotion and community development of the city of East Moline, Illinois, a community of over 20,000 people located along the Mississippi River in the Quad City region of Illinois and Iowa. • Coordinated economic development efforts through collection of demographic and economic data, identification of development sites, and promotion of area at regional and national conferences and trade shows. • Secured and administered nearly $350,000 in grants and submitted grant application totaling $4.1 million. • Assisted in the location of three businesses totaling approximately 25 jobs. • Administered the City’s Building Façade and Downtown Improvement programs.

Responsible for the promotion and community development of Mahaska County and Oskaloosa, Iowa. Mahaska County is located in south central Iowa with a population of 22,000. Led economic development efforts through collection of demographic and economic data, identification of development sites, and promotion of area. • Economic activity increased by approximately $55 million with the location of three businesses and the expansion of five. • Secured over $450,000 in state grants for the Mahaska County region. • Community development efforts included the rehabilitation of two downtown buildings lobbying city council to approve $1 million to replace downtown sidewalks and make water sewer repairs.• Started bi-weekly column in the local paper (Oskaloosa Herald) on economic development issues.

Indian Hills Regional Development Group (IHRD) Chair 2006-07 Member 2005-07 Regional economic development group promoting cooperative efforts within Mahaska, Monroe and Wapello counties of Iowa with a focus on the Iowa BioProcessing Center located in Eddyville, Iowa. Led the creation of group’s website (www.iowabiocenter.com) and funding for economic impact analysis of the Iowa Bioprocessing Center on the area economy.River Hills Initiative (RHI) Chair 2006-07 Member 2005-078 county regional development group promoting economic and community development in the south central Iowa region. Led the fundraising efforts for regional marketing initiative. Created consortium of area manufacturers to address workforce issues and initiate partnerships with the National Association of Manufacturers and the Iowa Association of Business and Industry to fund workforce recruitment program (Dream It! Do It!).Oskaloosa Downtown Development Group Treasurer 2005-07The ODD Group formed as a catalyst for downtown redevelopment. Oversaw the finances of the group. The ODD Group was restoring two downtown buildings that had been left vacant. City funds and state grants were solicited and received to assist in our revitalization efforts.Oskaloosa Housing Trust Fund (OHTF) Ex-Officio Member 2005-2007Public-private organization formed to assist city in its housing efforts. Programs include first time homebuyers assistance, home rehabilitation assistance, demolition assistance and the purchase of blighted home to raze and redevelop. OHTF leveraged $2 million in state funds to increase housing values by over $14 million. Mahaska County Solid Waste Management Commission Member 2007Commission oversaw the operation of the county landfill and nearly $5 million in assets.

Responsible for monitoring government activity that impacts local businesses and coordinating appropriate action. Lobby government officials to shape the area’s future direction. • Lobbied for state reimbursement for county 911 expenditures – Rock County received almost $1million in reimbursements.• Lobbied state legislature to include funding (approx. $700,000) in the state biennial budget for an Engineering Program at UWC-Rock County to help address local workforce concerns. • Lobbied the WI Department of Natural Resources and the Governor’s Office to ensure that Rock County was not listed as a non-attainment zone for federal Ozone Air Quality Standards. Inclusion on the non-attainment list would result in additional costs and regulations for local manufacturers.• Drafted FJI’s Legislative Agenda and created FJI’s legislative tracking system.• Coordinate the Campaign Management Institute that provides participants training on how to run for elected office.
