Served as the NIWC Cyber Pillar Lead where I developed and staffed two of the Navy's newest Defensive Cyber operations units that consisted of over 80 Officers, Warrant Officers and Enlisted cyber sailors. Working with the NIWC LANT SOC, we developed the planning, programming, budget execution, portfolio management, Information Assurance, and Cybersecurity Workforce management, building and managing 24x7 Security Operations capability.

Leads a 150+ organization that directs global enterprise-wide cyber security programs, including overseeing strategy, operations, and the budget for protecting enterprise information assets. Led global cross functional team of 75 professionals and an annual budget of $8M providing cybersecurity, network, wireless and satellite communications for over 5000 personnel. Worked with host nation communications providers to establish contracts and required services. Oversee the cybersecurity program, including managing information security implications within the organization, specific program, or other area of responsibility, to include strategic, personnel, infrastructure, requirements, policy enforcement, GRC, ID&AM, emergency planning, security awareness, and other resources. Supported the planning, programming, budget execution, portfolio management, Information Assurance, and Cybersecurity Workforce management. Oversee the operations and maintenance of a 24x7 SATCOM master station for AFRICOM.

Manage organization that provides integrated Cyber Threat Intelligence & Computer Network Defense Services of the world’s largest Intranet. Led the cyber security efforts within the Program Executive Office/Major Defense Acquisition Program level effectively integrating cyber security across all functional domains and acting as principal adviser to the PM. Supported the planning, programming, budget execution, portfolio management, Information Assurance, and Cybersecurity Workforce management. Lead Distributed Cyber Operations utilizing big data analytic processes and tools (User Behavior Analytics) to conduct deep dive analysis to uncover anomalous network activity, advanced persistent threats, trend analysis, and incident coordination.

Managed an organization operating and maintaining of the world’s largest Intranet. Supported the planning, programming, budget execution, portfolio management, Information Assurance, and Cybersecurity Workforce management. Provided program acquisition management and Cyber SME engineering support to PMW 205 on NMCI/NGEN critical architecture and security issues. Lead effort to develop a cyber situational awareness dashboard.

Developing and implementing strategies to defend military, national and critical infrastructure networks and systems from cyber threats, and using cyber capabilities to gather intelligence, disrupt enemy communications, and carry out other operations as part of a larger military campaign.

Supported the planning, programming, budget execution, portfolio management, Information Assurance, and Cybersecurity Workforce management supporting 18 hospitals, 34,000 employees and over 50,000 endpoints. Functions included managing 24x7 Security Operations Center, Security Incident Event Management, Vulnerability Management program, security architecture, Incident Response program, GRC, cybersecurity awareness and training program, Phishing Program, forensics and security metrics.

Created and managed cybersecurity team and annual budget of $1.6M in support of North Carolina's sixth-largest health system with 13,000 team members, 2,000 volunteers, and 35,000 endpoints. Functions included the planning, programming, budget execution, portfolio management, Information Assurance, and Cybersecurity Workforce management, building and managing 24x7 Security Operations Center, Security Incident Event Management, Vulnerability Management program, security architecture, Incident Response program, GRC, cybersecurity awareness and training program, Phishing Program, forensics and security metrics.
