Lead a team of six civilian and active-duty personnel at Special Operations Command Pacific (SOCPAC) that coordinates, prioritizes, and integrates global effects into the INDOPACOM/SOCPAC Campaign (all Geographic Commands and over 20 interagency and industry stake holders). -Led the Command’s efforts at a multinational Sensitive Activity Conference that included five nations and eight agencies and units to ensure global collaboration and coordination throughout the region.-Led an all-domain intelligence/operations multination conference with five nations and 16 stake holders to develop innovative operational approaches to layer information, cyber, and space effects for scalable response and deterrence options against key adversary systems and resulted in 15 mission concepts in development.-Manage sensitive programs with civilian industrial partners, interagency, special mission units, the Strategic Reconnaissance Enabling Command, and international partners to blend industry, academia, USG Interagency, and DoD solutions to complex PRC dilemmas.-Conceptualized, coordinated, and implemented three cross Combatant Command multi-domain operations to achieve layered effects and shape PRC perception.-Developed the INDOPACOM/SOCPAC operational requirements for bespoke targeting priorities that were validated for SOCOM wide support and synchronization.
Developed a culture to maximize the potential of a foreign deployed 300-person Joint Task Force (civilians, women, and men from all services) conducting counterterrorism and all domain intelligence operations spanning nine multinational locations consisting of twelve manned and unmanned aerial assets (value $150M). -Repaired strained US Interagency and Partner Nation relationships through mission analysis and a systematic key leader engagement strategy that resulted in expanded access to strategic locations and expanded operational authorities that resulted in a 400% in competition collections. -Provided operational support and advised a Three-Star Philippine General on best operational and tactical use of employing his 100K troops to support Philippine national objectives that resulted in the removal of ISIS-East Asia aligned terrorists, to include the ISIS East Asia Amir.-Established the Task Force level Integrated Deterrence and Competition Information Warfare Cells (all domain and intelligence disciplines), synchronizing competition collections efforts and answering numerous national collection requirements.-Conducted mission analysis and based on that analysis, developed and implemented pre-deployment training that spanned eight states, involved over fifteen external organizations, and high-risk training events that maximized a training budget $2M.-Developed and executed a multi-phase education and mentorship program for four subordinate commanders and twelve senior leaders that included over twenty dynamic events.
Responsible for the coordination and execution of all domain advanced intelligence training, financial, and operational activities at the battalion level. -Trained and mentored two Marine Raider Support Teams (ninety personnel) in information, human, signals, all-source, cyber, and geospatial spatial intelligence, and effects fusion in support of operations.-Developed relationships with local government leadership and stakeholders to create and lead two fully immersive real-world multi-discipline intelligence fusion validation exercises in new U.S. cities, managing a $1M budget, to certify special operations intelligence teams before deployment.
Led a civilian and military team responsible for the execution of high-risk training of the MARSOC SERE (Survive, Evade, Resistant, Escape) course and the Support Training Course. -Conceptualized, created, and executed the Support Training Pipeline, which resulted in 81 personnel trained and established a new training curriculum pipeline to prepare advanced intelligence and support personnel for operational employment.-Led three civilian hiring boards, to include the new SERE Director (GS-13).-Executed ten SERE courses resulting in 428 students trained and supervised thirty post SERE training courses which resulted in 449 personnel certified for deployment.
Partnered with a Three-Star Kurdish General, advising on the effective training and employment of over 50K Peshmerga (fighters) against ISIS, while leading and negotiating multi-national coalition efforts and navigating the politically sensitive US, Coalition, Iraq, Kurdish, and Iranian landscape. -Commanded a coalition effort of U.S., Swedish SOF, Italian SOF, and 5000 Peshmerga soldiers that resulted in 55 SqKm of enemy terrain seized and a city cleared of ISIS.-Led the coalition response to the largest ISIS chemical rocket attack of the entire Iraq campaign.
