PRISONER AND ALIEN TRANSPORTATION SYSTEM* Led and oversight of 226 staff comprised of 78 sworn law enforcement, 40 professional support, and 108 contract employees in the JPATS operation of their assigned duties of scheduling, securing and transporting 800K+ federal, state and local prisoners and aliens via global air and ground assets * Senior executive of the U.S. Department of Justice, Justice Prisoner and Alien Transportation System (JPATS), known as the “Real ConAir,” transporting hundreds of thousands of prisoners and illegal aliens throughout the United States and the world* JPATS employs hundreds of employees and contractors in the areas of law enforcement, security, aviation, aviation maintenance, nursing, scheduling, and business professionals* Led, directed and coordinated staff to collectively administer a customer agency-contributed revolving fund of $188M+ of which $77M are USMS annual operational costs* Utilized the operational, fiscal and administrative functions to establish an “in-transit facility” akin to FedEx Hub Operations in the western U.S. resulting in12% reduction in staff; cost savings of nearly $400K while moving 300K+ prisoners and aliens* Chaired the JPATS Working Group to highlight, discuss, and resolve operational and business issues, and worked within an executive-level governing environment with partner agencies that benefit from JPATS transportation services* JPATS has been fabled on television in such stories as ABC Correspondent Joan Lunden’s “Behind Closed Doors,” and on the History Channel’s “Dangerous Cargo”
