Municipal FinanceScott serves as counsel to the Kansas Independent College Finance Authority (KICFA), which issues educational facilities revenue bonds to finance construction and other projects for independent institutions of higher education in fourteen cities in Kansas. He is a member of the National Association of Bond Lawyers (NABL).
