Key projects include the Eighty Eight Oil Company terminal in Wyoming which was the first unit train facility designed to simultaneously handle two different grades of crude; and the EOG/NuStar Rail Terminal in Saint James, LA as the site EHS director of the largest crude oil rail port facility in the US (120 rail car simultaneous capacity with a 100 car expansion underway, as well as rail terminals in Epping, Dickinson, and Tioga, North Dakota, Cheyenne, Wyoming, Selden Kansas, and Odessa and Refugio, Texas. Accredited instructor for Dangerous Goods Transportation (Alberta) and Hazardous Materials Transportation (US DOT Transportation Safety Institute Adjunct Instructor) with a special emphasis in bulk rail transportation. He served as the director of Environmental Health and Safety for the company operations. Mr. Vincent was the EHS Director for the major facilities construction division of the Postal Service, where he was the Contracting Officer’s Technical Representative for over $900MM in facility construction. He was responsible for all EHS aspects, including site selection impact assessment, hazard mitigation, and contractor implementation of USPS EHS Policy. He was instrumental in development of USPS EHS-Construction policy, including a revision of the NEPA implementing regulations with full approval by the US Council of Environmental Quality and federal register publication. The Postal Service received numerous commendations for his projects, including the prestigious White House Closing the Circle Award for the Santa Barbara, CA processing and distribution center (P&DC) environmental management practices.

As Practice Director, he was responsible for resource deployment, quality assurance, and program profitability for over 2,000 assignments. Under his oversight, the practice grew to over $20 million in volume. As Project Director, he provided industrial hygiene consulting and environmental project management for asbestos and other toxic building material projects worldwide. Staffed and managed assignments in Korea, Italy, Great Britain, and 42 states. Lead the environmental response team in Northern California following the Loma Preita earthquake for the California State Architect's office. Provided EPA-certified asbestos training, OSHA-approved construction safety training, and NIOSH-sanctioned microscopy training to over 600 environmental professionals. Mr. Vincent served as division safety officer responsible for hazardous waste site health and safety for over 1,000 projects, including explosive/ordinance removal, dioxin remediation, pulp chlorinators, and other high-hazard situations.
