Performed all functions of running a DoD subcontracting company.• Lead the efforts of an emerging computer solutions corporation. Providing corporate strategy, financial planning, operating policy, software consulting and technical leadership.• Prepared and managed contracts with Lockheed Martin Corporation(LMCO – $10+M), Computer Sciences Corporation(.8 M), Concurrent Computer Corporation($.6 M), TeleSciences Inc($.3M), and ComVerse($125K).• Provided design and development of a software download tool for TeleSciences . The tool was integrated into the HP Openview Network analysis application. Implemented both client and server protocols to allow product/software updates remotely to multiple workstations on a global network via one central server.• Provided AEGIS Display System(ADS) technical support for baseline 6P1. This included providing the LMCO system engineering organization with ADS software architecture expertise. Assigned to team of senior engineers to resolve customer identified high priority system problems. Contributed significantly to the analysis, debug, and resolution of these system related issues. In addition, provided AEGIS domain knowledge and support to other LMCO subcontractor ( SOLIPSYS ). This included overseeing the integration and configuration management of delivered software. Summary - AEGIS (1983-1992) - Software Engineer, Section Manager- JCALS (1992-1996) - Sofware Engineering Manager- AEGIS (1996-1998) - Computer ScientistMr. Williams joined Computer Sciences Corporation in 1983. During his 14 years at CSC, he contributed to the design and development of numerous software applications. While working at CSC’s Integrated System Division, he was the software engineer and project manager for the development of a multi-radar/multi-sensor display and data fusion system to meet the surveillance, tracking and control requirements for the Navy AEGIS Weapon System. During this timeframe, Mr. Williams participated in numerous system design and code reviews as a software developer and a review team specialist. It was his excellent technical review capabilities that lead to his increased responsibility in technical management. He coordinated Critical Design Reviews and helped develop numerous software development policies and procedures. He also played a vital role in CSC’s effort to satisfy the requirements of the Carnegie Mellon Capability Maturity Model and Software Engineering Institute rating for the corporate division. In 1995, Mr. Williams transferred to the JCALS ($744 million contract value) Center. He provided managerial and technical guidance to 5 software engineering departments in the development of user applications and the integration of Commercial Off The Shelf (COTS) products in a globally distributed data base system. His responsibilities included monitoring the software organization development, cost and schedule progress. In addition, Mr. Williams provided oversight and selection of various CSC technical subcontractors.
