Experience working with other PMO staff members to collaborate on development of exploratory Science and Technology initiatives across the portfolio to satisfy a broad range of user requirements. 20+ years experience leading cross-functional product development teams employing industry-recognized Systems Engineering best practices, exploiting CMMI, Lean Six-Sigma and PMI-based methods to ensure high quality results.

Charter member of rapid-reaction, alpha-contracting team in which product requirements, development, and verification strategies were jointly elaborated with government (MARCORSYSCOM) technical representatives. Collaborative efforts resulted in establishment of performance parameters and program SOO for company’s first GPS-guided projectile. Spearheaded subsequent proposal development and submittal, leading to $40M POM line and multi-year SDD program awards. Responsible for managing all aspects of prototype development and verification, overseeing subcontractor performance and directing SME efforts across multiple, off-site business units to execute a highly successful series of milestone flight demonstration tests. Oversaw complex functional decomposition and allocation efforts in order to achieve overall performance and affordability balance. Orchestrated collaborative team development of sequential build-and-test plan and establishment of measures-of-effectiveness. Achieved significant development cost reductions by synergizing guidance section design with in-house variant prototype pursuit. Championed need for modernizing development processes and spearheaded efforts to collect best-practices from all development business units, resulting in consolidation and incorporation into policy as part of CMMI-SE process enhancement initiative.

Oversaw cross-functional development team to design and architect a real-time distributed data processing and communications system for collecting and fusing various sensor (radar, IFF, INS, PPS, etc.) data for advanced Navy shipboard battlefield management / anti-missile ship defense system. Responsible for overseeing the selection of hardware to meet the new DoD modernization initiative to incorporate extensive COTS content. Led multiple team-trade-studies to evaluate technology refresh hardware and networking components, including performance related to migration to gigabit Ethernet as installed outside the standard physical interconnect provisions. Liaised among all engineering disciplines, Navy technical labs (Applied Physics Lab), customer representatives and external suppliers to engineer and deploy the currently fielded cooperative engagement processor, resulting in hugely successful IOC live-fire demonstrations leading to an LRIP contract award. Reduced overall program costs by >$4M by leading cross-functional design team efforts to conceive, design and produce 29 “standalone” versions of the tactical cooperative-engagement processing system by providing a more affordable, reliable and available platform for developers, war-gaming and simulation staff.

Designed both digital and analog circuit cards and modules employing field programmable logic arrays and advanced integrated circuits for collecting and formatting critical built-in-test data from key subsystems. Designed and developed test interface electronics and software for use in LRIP manufacturing. Developed special and automated test equipment for verification and validation of digital, RF and microwave communications equipment employing a variety of various test and measurement equipment, including network analyzers, spectrum analyzers, frequency sweepers, high power amplifiers, pulse generators, digital voltmeters, etc. Oversaw and contributed to all automated software code generation and validation.

Accomplished a 3X increase in monthly production deliveries by conceiving and designing both board and system-level test equipment for DSP-based RF tactical radio components.

Responsible for overseeing a cross-functional design team in the development and integration of a fully automated test station for production verification of 5” laser-guided, US Navy projectile. Decomposed critical test evaluation parameters from system specifications to test equipment requirements. Specified, procured and integrated a variety of programmable electro-mechanical actuators, optics, rate-tables, lasers, pulse-generators and automated test equipment. Implemented FORTRAN/77 and compiled BASIC to control all aspects of the emulated flight-environment and to facilitate real-time data collection. Reduced test times from eight hours to only 62 minutes by employing strategic test sequencing and automation algorithms, allowing repeatability and production rates to be greatly enhanced.
