* In conjunction with the 32 NCSI Research Methodologist worked with a volunteer expert Advisory Council to develop free online campus safety self-assessment survey tools, and successfully launched the program in August of 2015.* Assembled and coordinated a cadre of ten multi-disciplinary subject matter experts to serve as a volunteer Advisory Council for 32 NCSI.* On a daily basis monitored campus safety policy trends including through news reports.* Coordinated VTV’s assistance in the passage of the Campus Sexual Violence Elimination Act (Campus SaVE Act) (Section 304 of Public Law No: 113-4), served on the U.S. Department of Education’s “VAWA” Negotiated Rulemaking Committee to develop proposed implementing regulations for this measure, and worked with the Director of Development to help secure a $2.75 million appropriation to establish the National Center for Campus Public Safety (Public Law No: 113-6) in March 2013.* Responsible for providing media outlets with commentary and information on campus public safety matters based on the 32 NCSI focus areas, and public policy issues.* Served on VTV’s Crisis Response Team and completed National Organization for Victim Assistance (NOVA) Basic Crisis Response Team Training (November 2012).* Responsible for updates and adding content to the VTV and 32 NCSI websites.* Contributed administrative support and literature review responsibilities to development of an Integrated School Resource Officer Safety Model and Training Curriculum for the U.S. Department of Justice Office of Community Oriented Policing Services (COPS).

* Led development of the Campus Sexual Violence Elimination Act (Campus SaVE Act) proposal, organized supporting groups and helped secure introduction in Congress (2010).* Represented SOC on the U.S. Department of Education’s “Negotiated Rulemaking” panel, collaborating with a diverse array of higher education representatives, in 2009 that developed regulations to implement new campus security disclosure provisions enacted by 2008’s Higher Education Opportunity Act (HEOA) including emergency notification.* Responsible for managing SOC’s Jeanne Clery Act Training Seminars (CATS) – including site selection, arranging for catering and A/V needs, serving as a Senior Instructor, and supervision of training instructors (drawn from a multidisciplinary pool including campus public safety, student affairs, and victim advocacy).* Additional responsibilities included working with institutions to provide both free technical assistance on the Clery Act as well as more detailed consulting projects to assist institutions come into full compliance with federal regulatory requirements.

* Served as a key member of the working group, assembled by Westat, to assist with the creation of the U.S. Department of Education’s The Handbook for Campus Crime Reporting in 2005, after having secured Congressional funding for the project in 2003.* Worked directly with the Executive Director to successfully develop and implement The Jeanne Clery Act: A Collaborative Approach to Compliance training seminar program, with approximately $500,000 in federal funding, from the U.S. Department of Justice Office for Victims of Crime (OVC), and program revenue, serving as the Project Director. Primary responsibilities included assembling the curriculum design team, overseeing material development, and serving as a training instructor. This program trained nearly 2,900 college & university officials between 2007 and 2012.* Supervised and expanded the Victim Advocacy program to a team of four, including a part-time Legal Advocate focusing on FERPA, Title IX and Campus Sexual Assault Victims’ Bill of Rights (Jeanne Clery Act) issues.* Helped develop and work with families of the April 16, 2007 Virginia Tech shooting victims and survivors to secure passage of an update to the federal Jeanne Clery Act requiring colleges and universities to have an emergency response and notification plan as part of the Higher Education Opportunity Act (Public Law No: 110-315) in 2008.* Testified before the United States Senate Committee on the Judiciary in 2006 about “Compliance And Enforcement Under The Clery Act” (S. Hrg. 109-590).
