TI works tirelessly to combat corruption across the globe and the Irish Chapter has been doing very important work in highlighting endemic and systemic corruption in Ireland and the particular issue of "legal" corruption in Ireland - where powerful groups manipulate policy formation to serve their own interests rather than the pubic interest.

I acted as Competition Consultant to BAA from circa 2001 until 2019. Initially, I carried out a detailed study of the UK Aggregates, Cement and Concrete Sector, submitting same to the E.U. Commission and UK's OFT. In September 2010, OFT commenced a market study into the Aggregates Sector. In 2011, after an initial review, the OFT study was broadened to include the cement and readymix concrete markets. In August 2011, OFT published its initial findings i.e. that competition was not working effectively and in January 2012 referred the matter to the Competition Commission [CC]. The CC effectively endorsed my findings in January 2014, when finding that there were a number of structural and behavioral issues that had created serious AEC's [Adverse Effects on Competition] in the sector. Several orders were made including divestiture orders in relation to a Lafarge owned cement plant and Hanson [Heidelberg] owned GGBS [ground granulated blast furnace cement] plant.We had previously advised BAA on the Lafarge / Tarmac merger which also resulted in a divestiture order, with Lafarge / Tarmac having to divest its Hope Cement Plant together with 172 readymix plants, 3 rail depots, 6 quarries, 2 asphalt plants and shareholdings in the substantial quarry and asphalt operator MQP [Midland Quarry Products].We assisted BAA in resolving the contentious AGL [Aggregate Levy] which was challenged by BAA in both UK and European Courts.
