Naval Aviation Training Systems Program Manager
Current•Directly supported the management of the Naval Aviation Simulation Master Plan (NASMP) policy and budget to identify and defend cost, schedule and performance objectives for Naval and Marine Aviation Training Systems•Coordinated and analyzed budget and programmatic issues between 17 Integrated Program Teams supporting Navy and Marine Aviation Training Systems, including Acquisition Category (ACAT) III/IV and Abbreviated Acquisition Program (AAP). Procurement and sustainment in support for Abbreviated Acquisition Program (AAP) and non-acquisition programs•Oversight and coordination of Planning, Budget and Execution (PPBE) process for Other Procurement, Navy (OPN) and Aircraft Procurement, Navy (APN) appropriations•Acted as Common Spend Plan Tool (CSPT) Subject Matter Expert (SME) for Navy Trainer Department for Naval/Marine Core Aviation Training Systems to help manage requirements/design tradeoffs and overall risk as well as advised higher level officials of program status and the risks requiring resolution•Coordinated with BFM’s and IPT's to update execution Budget Execution Plan’s (BEP’s) and Future Years Defense Program (FYDP) spend plans accomplishing 100% Office of Management and Budget (OMB) and Office of Budget (FMB) benchmark goals for past 5 years•Interpreted and applied fiscal/appropriation laws, policies and directives for Naval Aviation Simulation Master Plan (NASMP) Integrated Product Team’s to help guide Program Managers to adhere to fiscal and contractual guideline and policies •Communicates, leads and manages the Naval Aviation Simulation Master Plan (NASMP) Team and serves as a central point of contact within PMA-205 Aviation training systems for arising issues. Establishes and maintains relationships both within NAVAIR and external stakeholders within NAVY/DoD/Marines and NAWC Training Systems Division (TSD), Aircraft Division (AD), PMA-205 and applicable PMAs throughout NAVAIR and The Program Executive Offices (PEOs)
