Maintained total responsibility for the daily operation of the Debt Management section of the Finance Department. Coordinated and managed the City’s capital financing activities, systematically reviewed and evaluated financing opportunities, provided direction to Investment Bankers on optimal financial structures and served as the liaison between the City and rating agencies and other interested financial parties.• Managed over 20 new money transactions which resulted in approximately $3 billion dollars of net proceeds. Projects completed included the Tigers and Lions sports stadium development and four level below ground parking structure at the old Hudson’s site.• Managed over 12 refunding transactions resulting in annual net present value savings of approximately $31 million dollars.• Authored and implemented a comprehensive investment policy for the City and its related entities. The policy governs a combined $1.2 billion dollar investment portfolio.• Coordinated and participated in four Moody’s Investor Service rating presentations that led to four consecutive upgrades taking the City from below investment grade (Ba1) to investment grade (Baa1-Positive).• Routinely prepared and analyzed financial information for official statements and SEC disclosure documents.
