Accomplishments:• Revamped internal auditing procedures for two Bureaus within the Division to assess the quality of the Division’s services. Created a dedicated ‘quality assurance’ staff and established an independent audit coordinator to oversee and assess the Division’s quality of the Division’s call center and for consumers’ requests for assistance. The audit results assist managers in identifying immediate training needs and recognizing outstanding quality performance by individual staff members as well as by units. • Initiated the Division’s performance metrics in order to balance effectiveness, efficiency and compliance for each unit within the Division’s four service areas (insurance, correspondence, licensing and alternative dispute resolution). A statistical matrix of performance measures now fairly compare staff on a peer-to-peer basis, allowing managers to fairly distribute and evaluate workload.

The Florida Surplus Lines Service Office is a Florida Legislatively created non-profit association designed to collect taxes and fees on surplus lines insurance placed in Florida. With 22 staff members, the office has one-third of the staff of similar size offices in other states, and has been one of the top three states in collections ($3 - $5 billion in tax revenue). The Service Office developed a proprietary software application to serve more than 1,100 member agents with their policy filings. In addition, the office provides filing assistance, education, outreach and compliance auditing services. The COO took responsibility for the coordination of public relations, advertising and educational activities; coordination of the Information Technology vendors; customer research activities, as well as providing speaking points for topics relative to a variety of constituents. In addition, the COO was a liason with other public and private sector agencies and relationship building with FSLSO Board of Governors, facilitated internal communications; oversaw staff and budget, Coordinated public records requests, reviewed risk management and insurance policies, and facilitated the vendor selection process.

Additionally, responsible for the direct supervision and administration of a publications unit and 10 statewide field offices (114 staff positions), the latter handled community outreach programs and requests for assistance from insurance consumers. Directed the consumer research efforts in order to enhance education and outreach materials, as well as, internal education efforts. Responsible for the development of Bureau’s internal quality assurance audits. Accomplishments:• In 1990, the Division completed 15 outreach programs. Within 5 years, the Bureau conducted 110 outreach programs per month to consumer groups with no additional staff.• Developed quality assurance audits of internal staff’s electronic files.

Directed the organization’s advertising and public relations strategies, including writing ad copy and press releases, providing graphics and layout design, and media buys for print, radio and television promotions. Additionally, assisted sales team with promotional support materials. Responsible for developing and maintaining media relations, coordinating press FAMs with Florida Division of Tourism, and Orlando Orange County and Kissimmee/St. Cloud convention and visitors bureaus. Accomplishments:• Hired and managed advertising agency for all local and national tourism advertising (TV and billboards campaign won OAAAF Gold Award in 1990).• Publicized world renowned aviator, Colonel Joe Kittinger’s national and international hot air balloon races.
