Synergizes all SBX-1 payloads in support of the Ballistic Missile Defense System (BMDS) mission execution of both test and real world contingency operations, maintenance planning and authorization, vessel movements, shipyard planning, crew rotation scheduling, material movements, and test event coordination. Responsible for establishing and maintaining contact with Government agencies to integrate, facilitate, and de-conflict vessel movements, satellite availability, asset status, increase in REDCON, and areas of operation. Coordinates SBX-1 radar operations, de-conflicting operations, obtaining permissions, executing checklist, coordinating safety precautions, vessel conditions, monitoring radar operations, and returning to normal vessel operations. Participates in test event planning; dynamic vessel positioning; coordinating test schedules; preparing inputs for test plans; reviewing test plans and procedures; conducting test events; processing of test event personnel and equipment; and preparing formal reports . Codifies standard operating procedures with customer requirements.

Hawaiian Islands

The Mission Director (MD) is the Sea Bases X-Band (SBX) single point of contact for all operational and testing matters the MD deconflicts satellites and space corridors with the Unified Space Vault (USV) and coordinates with the Federal Aviation Administration (FAA) to establish Notice to Airmen (NOTAM) for Radiation Hazard (RADHAZ) keep out zones prior to any scheduled XBR live operations. He works in close concert with the Missile Defense Agency (MDA), the 100th Brigade and the 49th Battalion to execute test procedures detailed in the Integrated Master Test Plan (IMTP). The MD ensures XBR transitions to and from test and operational baseline configurations as required. He supports the BMD Asset Management, integrating relevant radar operations and radar maintenance activities. The MD coordinates platform system maintenance that has the potential of impacting radar performance and ensures that recovery times can be met for the appropriate Readiness Condition (REDCON). Operational reporting is performed in accordance with PACFLT OPORD 201, he directly communicates with Warfighters, government agencies and test organizations.

- Provide technical services and training support for all facets of command and control interoperability training at the individual, unit, Strike Group, Numbered Fleet, and Component levels. - Work hand in hand with uniform leadership in assessing Air Defense, Ballisitic Missile Defense and C4I operational deficiencies and in the development training plans to meet mission requirements. - Conduct interoperability analysis, review and validate interoperability related curricula, develop interoperability training plans, and coordinate training support. - Provide SG specific configuration and interoperability information directly to the Strike Group Executive cadre based on known interoperability issues, lessons learned and engineering community testing/evaluation events. - Support planning and execution of Joint Ballistic Missile Defense (BMD) synthetic exercises in support of Tactical Training Group Pacific/Atlantic. - Provide command and control planning expertise to support Joint and Coalition operations, exercises and training events. - Apply Navy Mission Essential Tasks (NMETS) criteria to support Navy Command and Control, Ballistic Missile Defense and Air Defense warfare analysis and mission readiness evaluation.

Naval Station Everett

- Selected as the inaugural OIC for the Center for Surface Combat Systems PACNORWEST. - Directed an in-depth study of regional Combat Systems training and identified specific shortfalls in critical combat system and operational skills. Developed plan to mitigate shortfalls identified directly impacting overall ship performance resulting is a 20% overall increase tactical proficiency for PACNORWEST based ships and staffs.- Developed a detailed business case analysis identifying the full scope existing and future surface force training requirements that resulted in identifying efficiencies that saved in excess $500,000 per year.- Directed 15 military and civilian personnel in the development and implementation of training courses, establishment of administrative processes and procedures. Managed an operational budget of over $450,000 per year to provide critical skills training to over 2000 personnel per year. - Key architect of the Advance Warfare Training (AWT) phased training applications. Designed to support AEGIS and SSDS combat systems holistic training needs. - Provided expert tactical training to AEGIS Combat Systems Commanding Officers, CSG Staff Battle Watch team, Tactical Action Officers, AEGIS Air Warfare Officers enabling the Navy to support continuous and sustained operations at sea.

- Directed the daily operation of complex training schedules for 24 Military and four Civilian personnel. - Supported focused AEGIS Weapons System (AWS) tactical training for three TICONDOROGA AEGIS Cruisers and five ARLIEGH BURKE AEGIS Destroyers.- Managed a budget of over $250,000 per annum. - Assigned as Middle Pacific Joint Interface Control Officer, and Naval Liaison to Operation NOBLE EAGLE Commanding General immediately following the 9/11 attacks. Directed the tactical employment of surface force assets in support of organic detection and capability employment in defense of the Hawaiian Islands.- Provided expert tactical training to AEGIS Combat Systems Commanding Officers, CSG Staff Battle Watch team, Tactical Action Officers, AEGIS Air Warfare Officers.

- Directed air defense planning and tactical employment of surface ship/carrier air wing assets providing Arabian Gulf Battle Force Air Defense.- Developed innovative, effective Battle Force Terrorist/Low Slow Flyer defense tactics.- Planned and conducted Navy Ballistic Missile Area Defense testing directly supporting the development of today’s Navy Ballistic Missile Defense capability. - Management of 45 personnel in effective combat operations within an AEGIS Cruiser. - Directed the operations of the Combat Information Center in multi-warfare environments, provided time critical decision making in high stress environments. - Planned and conducted the first six AEGIS LINEBACKER live firing events. Personally led the integration of the COMPASS Collaborative Planning System, resulting in a multi-service joint TBM planning effort.
