Responsible for strategy development and the day-to-day operations of the 300-person organization geographically dispersed across Iraq and responsible for rebuilding the Iraqi Air Force.Co-authored the strategy used to develop the Iraqi Air Force from the ground up. - Creation of the recruiting pipeline, basic and officer training- Infrastructure design, development and implementation- Procurement of helicopters, aircraft, weapons, equipment- Creation of career fields across the spectrum, from pilot and maintenance training to air traffic control, communications, ISR, security police, etc. - Development of a planning, programming and budgeting process- Development of a formal language training program to teach Iraqis EnglishGrew the Iraqi Air Force from 1200 to over 3000 in one year, tripled the number of aircraft including adding the first strike capability, expanded career fields by 400 percent, established the orderly process of budgeting and financial controls.

As a "visiting scholar," I spent my year at Illinois studying organizational behavior and theory as well as international relations theory at the PhD level. Over the course of the year I co-authored a quantitive piece on what makes one state more susceptible than another to have terrorist operating within their borders.
