Responsible for development and implementation strategies for attracting investment in Victoria’s mineral resources. Reviewed market sectors, identified and developed numerous business opportunities and marketing plans for mineral resources (gold, base metals, mineral sands, strategic metals) in Victoria. Responsible for executive management of staff, business and strategy planning, policy advice, marketing and facilitation of Victoria’s major resource projects and emergency management. Seamlessly implemented change and merged a Division into a new organisational structure.Provided input and strategic advice to policy reviews regarding legislative and administrative reform.Negotiated and implemented Government sponsorship of the Melbourne Mining Club. Instigated, developed and managed marketing program and collateral for Division, including leading marketing process reviews for the Energy and Resources Group.Managed project facilitation and contract management of mineral sands, extractive industries, gold, coal, CCS and coal R&D project approvals.

Responsible for business development of coal related activities for Victoria. Built and managed a high performing team. Led the facilitation of coal and mineral projects and the development of the Victorian Coal Investment and Trade Initiative. Developed program and obtained funding for the Gippsland Resources Infrastructure Study ($5 m) for coal development (part of Vic Transport Plan).Designed and led the formation of Clean Coal Victoria ($12 m) to develop a strategic plan for Victoria’s coal resources. Developed and implemented the Developing Latrobe Valley Resources Future Initiative ($1.5 m over three years). Led the Department’s response to the Traralgon Bypass Public Inquiry and other issues to protect coal resources. Established an inventory and geospatial information system of Victoria’s coal resources resulting in increased coal exploration.

Responsible for the co-ordination of policy and sectorial advice for natural resource policy across the Department including Parliamentary questions on notice, biofuels, forestry, fisheries and sustainable development.Principal policy adviser for forest sector reforms including the formation of VicForests, Sustainable Forests (Timber) Act 2004, Public Safety Act 2005 and review of the Timber Promotion Council. Initiated a review of impediments to mining and exploration. Developed a sustainable development policy and framework.Completed National Competition Policy reviews and processes for numerous pieces of Victorian legislation used by the Department including Fisheries Act 1995.Contributed to aquaculture policy and initial combinatorial auctions of aquaculture licences.

Responsible for the development of minerals and petroleum policy and responding to Government policy processes. Developed policy framework and proforma native title agreements (the first of a kind in all Australian jurisdictions). Streamlined administrative processes for native title in Victoria for mineral and petroleum tenements, including representing Victoria on the ANZMEC Native Title Task Force. Project managed and successfully delivered the 2001 Latrobe Valley Brown Coal Tender including granting of licences.

Responsible for managing of exploration, mining and extractive industry tenements. Responsible for setting of rehabilitation bonds, environmental management of operations and rehabilitation of mining legacy sites.Designed and implemented policy on the administration of gypsum licences.Regionalised client services for resources tenements in Victoria. Executive Officer to the Extractive Industries Board. Successfully contributed, developed and implemented the new administrative system for the Extractive Industries Development Act 1995.

Responsible for the provision of geological technical reports and knowledge management and maintenance of geological datasets.
