As the IRA Program Manager, I oversee the implementation and compliance of the Inflation Reduction Act (IRA) across all Blattner construction projects. My role involves ensuring strict adherence to IRA prevailing wage and apprenticeship requirements, as well as domestic content requirements. I am dedicated to optimizing project execution within the framework of federal regulations, ensuring both project efficiency and regulatory compliance. I work with project teams to integrate these standards into our operations, securing project incentives for our clients and contributing to sustainable construction practices.

Partner with the talent development managers to create a strategic vision, roadmap, and learning goals. Oversee up to nine team members. Define measures of effectiveness, utilize data to monitor, analyze, and report on training compliance progress.• Manage the talent development technology software and systems; stay abreast of, and recommend upgrades and changes based on industry innovations.• Develop and implement orientation, onboarding, and training content and programs focused on policies, procedures, and best practices for field construction employees.• Consult cross-functionally to identify talent development needs and areas of improvement; recommend changes to optimize training and development efforts.• Lead software training specialists responsible for implementing Oracle Cloud, Workday, PMWeb, and Salesforce.• Oversee translation and language efforts for the department and company.• Create Train the Trainer sessions for internal subject matter experts (SMEs) on most effective adult learning techniques.• Identify opportunities for streamlining workflows and reducing waste to improve efficiency and reduce costs.ACHIEVEMENTS--Identified a new VR provider, reducing annual costs from $256K to $9K for a platform offering more services.--After being hired to manage the company’s virtual reality program, discovered the existing platform was expensive and untested. --Researched eLearning providers and implemented a digital solution allowing the company to deliver sexual harassment prevention training for $12K annually reducing training costs over 50%.--Transitioned instructional designers from Adobe Captivate to the Articulate 360 Suite, reducing the time it takes to create and publish e-learning by at least 2-3 days per project.--Established and oversaw implementation of a leadership training program for over 350 construction supervisors.o Coordinated live webinars for sites across the US and in-person sessions across 20 construction sites.
