Information Systems Officer

Oversaw the creation of a Continuous Integration (CI) pipeline to develop and test automatically the eTIR international system, the eTIR data model and its documentation to users;- Liaised with the Customs Authorities of six countries so far to interconnect their information systems to the eTIR international system: Azerbaijan, Georgia, Pakistan, Tunisia, Turkey and Uzbekistan. Worked with DG TAXUD of the European Commission to perform a proof of concept to connect their own system (NCTS) to the eTIR international system;- Managed the IT budget of the section (budget and expenditure plans for 2019, 2020 and 2021 so far), procured all necessary tools and services, managed the contracts with vendors and enlisted my team to the training courses they needed. Acted as the hiring manager for all IT related recruitments.

Regularly liaised with them and maanged their projects portfolio during three years;- Managed the establishment of a $600K contract over five years with a company to procure a Robotic Process Automation solution. Liaise with the Procurement section of UNOG to set up a Request for Proposal, write the Terms of Reference and perform the Technical evaluation;- Assessed the technical and data debts owned by the different systems of UNSMIS which had not been maintained and updated during several years. Designed an “Upgrade program” to reimburse these debts and managed its implementation on multiple aspects: network, architecture, hosting, middleware and the application’s code itself;- Oversaw the implementation and deployment of multiple releases on several applications in order to globally improve the information systems of the Medical Insurance and increase the productivity of its agents;- Managed the budget of the team, procured all necessary tools and services, enlisted my team to the training courses they needed/wanted and managed the recruitment of vacant positions.

I held several types of in roles: project management, business requirement gathering, design and development, testing and documentation, training.The technologies used were: SharePoint 2010, Nintex 2010, C#, .Net 4.0, ASP.Net and Visual Studio 2012.Main achievements:- Acted as the Technical Manager in the deployment of an electronic leave system in the entire organization (500 people).- Acted as the Product Manager for the following content on our web site built on SharePoint 2010: meetings, events, press releases, information notes and media alerts.
