As an Information Systems Officer in the UNSMIS IT Team of ICTS, I contribute to the design and development of the revamping of a key module of the central information system of the Medical Insurance section (UNSMIS) which issue more than 200 million USD per year for the reimbursement of the medical claims of their 34.000 beneficiaries.The technologies used are: Java 11/Spring/Hibernate, Grails/Groovy/Micronaut, Kafka/Rest/JSON, Oracle/MySQL/MongoDB, Git, Pentaho/D3/Power BI, Confluence/Jira/Jenkins.

As the IT coordinator of the TIR secretariat in the Sustainable Transport Division, I managed a team of IT professionals and we were developing the eTIR international system which is the cornerstone of the computerization of the TIR (Transports Internationaux Routiers) convention.The technologies used were: Java SE, SpringBoot/Hibernate/Camel/Tomcat, Grails/Groovy, PostGreSQL, Docker, Confluence/Jira/Bamboo/BitBucket.Main achievements:- Prepared the comprehensive technical specifications of the eTIR system to digitalize the TIR Convention (https://bit.ly/3AMJd9i) detailing the following aspects: technologies, architecture, non-functional requirements and objectives, development and maintenance processes, information security aspects, technical details about the messages exchanged using web services between the various actors of the eTIR system;- Managed the development team across all phases of the SDLC following the Kanban Agile methodology to develop the first version of the eTIR international system. Oversaw the creation of a Continuous Integration (CI) pipeline to develop and test automatically the eTIR international system, the eTIR data model and its documentation to users;- Liaised with the Customs Authorities of six countries so far to interconnect their information systems to the eTIR international system: Azerbaijan, Georgia, Pakistan, Tunisia, Turkey and Uzbekistan. Worked with DG TAXUD of the European Commission to perform a proof of concept to connect their own system (NCTS) to the eTIR international system;- Managed the IT budget of the section (budget and expenditure plans for 2019, 2020 and 2021 so far), procured all necessary tools and services, managed the contracts with vendors and enlisted my team to the training courses they needed. Acted as the hiring manager for all IT related recruitments.

As the Leader of the Software Development Team, I managed a team of four professionals who are in charge of the information systems of the Medical Insurance of the international staff members of the Geneva area (> 27,000 insured persons).The technologies used were: Java SE/EE, Grails/Groovy, Oracle PL/SQL, MongoDB, Spring, Hibernate, JBoss and Pentaho.Main achievements:- Oversaw the design, implementation and worldwide deployment of the large scale online portal information system for beneficiaries to submit and manage their medical reimbursement claims online;- Acted as the Service Manager for the Medical Insurance client. Regularly liaised with them and maanged their projects portfolio during three years;- Managed the establishment of a $600K contract over five years with a company to procure a Robotic Process Automation solution. Liaise with the Procurement section of UNOG to set up a Request for Proposal, write the Terms of Reference and perform the Technical evaluation;- Assessed the technical and data debts owned by the different systems of UNSMIS which had not been maintained and updated during several years. Designed an “Upgrade program” to reimburse these debts and managed its implementation on multiple aspects: network, architecture, hosting, middleware and the application’s code itself;- Oversaw the implementation and deployment of multiple releases on several applications in order to globally improve the information systems of the Medical Insurance and increase the productivity of its agents;- Managed the budget of the team, procured all necessary tools and services, enlisted my team to the training courses they needed/wanted and managed the recruitment of vacant positions.

As an Associate Programmer Analyst in the Development Unit, I intervened on several projects and requests, mainly to develop administrative applications. I hold several types of roles: project management, business requirement gathering, design and development, testing and documentation, training.The technologies used were: SharePoint 2010/2013, C#, .Net 4.5, ASP.Net (Web forms and MVC) and Visual Studio 2013.Main achievements:- Implemented and deployed an application used by all OHCHR Staff to submit and manage their Flexible Working Arrangements (FWA)- Globally improved the Travel Management platform used by all OHCHR Staff and reduction by more than 50% of the issues daily logged for this application- Globally improved the Asset Management system used by all OHCHR Field offices and the IT section in Geneva- Designed and implemented (pending deployment) a new Correspondence Management system to be used by all OHCHR Staff- As the Chief of the Client Computing Unit in UNOG (during a three month assignemnt), I reviewed and renewed the Microsoft Enterprise Agreement for three additional years and we prepared a teleworking preparation exercise in the context of the Business Continuity Plan

Being called by UNCTAD on my former post, this ended the secondment with UNOG/ICTS.As an Associate Systems Officer in the Business Application Unit, I intervened on several projects and requests that were asked by the UNCTAD substantive divisions. I held several types of in roles: project management, business requirement gathering, design and development, testing and documentation, training.The technologies used were: SharePoint 2010, Nintex 2010, C#, .Net 4.0, ASP.Net and Visual Studio 2012.Main achievements:- Acted as the Technical Manager in the deployment of an electronic leave system in the entire organization (500 people).- Acted as the Product Manager for the following content on our web site built on SharePoint 2010: meetings, events, press releases, information notes and media alerts. As the main developer for these products, attended more than 70 issues (bugs and feature requests).- As a member of the Development team, was heavily involved in the refactoring of many web parts of existing custom code to improve the overall user experience and productivity as well as to ease the future maintenance for the developers.- Gathered the business requirements and created the prototype of an application in SharePoint to manage the incoming and outgoing correspondence for the Office of our Chief of Administration.- Maintained the roster of consultants for the organization and attended their technical requests. This web application contains 1700 profiles for 700 rostered candidates.

As the manager of the Desktop Team in the Systems Management Unit of ICTS, I acted as the Project Manager of the development of the new desktop environment featuring Windows 7/Office 2010 for the UNOG Staff members.The technology used were: Windows 7 x64, Office 2010, SCCM 2007, AD 2008, PXE, App-V, Confluence/Jira, OTRS, IMIS/IRFA.Main achievements:- Managed the project (PRINCE2) and coordinated the implementation of the different work packages. Liaised with external companies when work packages were outsourced.- Communicated upwards by regularly informing the Project Board and the stake holders of the progress of the project, the achievements, the risks and major issues as well as the potential delays and proposed solutions.- Managed the deployment of the back end infrastructure necessary for the Production deployment of the future workstations (AD, SCCM, KMS, PXE).- Identified and rationalized the applications portfolio. Liaised with an application packaging company to create the necessary application packages.- Liaised with UNS entities/organizations to inform them about the project and coordinated to get them involved for a potential adoption (striving to achieve a Common Desktop for the entities of the UNS in Geneva).- Listed and drafted the procedures and policies to be used with the new Desktop solution.

I moved to a special development team in charge of refactoring the foundations of the Addin system. We made the connection between the Framework teams and the Applications teams.We had numerous and complex challenges to solve quickly because of the fact that the products were already late on schedule.During the period, I trained the new additions to the .Net framework.The technologies were: C# .Net 3.5 and Visual Studio 2008Achievements:- Designed and implemented many important features to fill the lacks of the Framework.- Refactored some APIs and patterns so they could be streamlined for the Application teams.

When the technical platform was completely redesigned, we took ownership of the application that was hosting our mesh morphing module since then and the team gained several members. I was still in charge of the UI of both the application and our specific module but I also started to manage the team. I was also responsible for creating the addin that would expose our application in the new corporate platform that had been redesigned.In addition to that, I was trained to our new approach for creating softwares in Ansys because we switched to the Agile method called Scrum. I then became the local Scrum coach and guided my team as well as the other teams in the Lyon office in that matter.The technologies were C++, STL/Boost, C# (.Net 2.0), Visual Studio 2005.Achievements:- Managed 4 developers (including me), several testers and a documentation person.- Designed and implemented the UI layers of the application as well as the Addin module for exposing it on the platform- Acted as the Scrum coach for the Lyon office- Trained colleagues on various subjects (programming languages, techniques, frameworks, methods, etc.)

When the corporate company decided to integrate our product into their main software suite, I had to train on new techniques and domains. This was also my first experience for working within a team spread on more than one location/country. The responsibilities were focusing on the GUI design and implementation as other people were in charge of the documentation, testing and porting aspects. Working with American colleagues was a very enriching experience and English became the language we used most.The technologies used were: C++/COM/ATL, Visual Studio (2002-2005) and Jscript.Achievements:- Designed the new UI integrated into the corporate software suite.- Coordinated the development of the modules for integrating in the host application.

I was hired as a Software Developer by ANSYS, Inc.; worldwide leader of the CAE Simulation and was in charge of the design and the development the GUI (Graphical User Interface) of a scientific product – ParaMesh – morphing meshes from the Finite Elements mechanical theory. I then also became responsible for the documentation, the testing, the porting and packaging aspects of the product. We used graphical frameworks for this optimization software and, as it had to be available for multiple platforms and operating systems, we then chose portable frameworks: Qt (from Trolltech) for the windows system and Open Inventor (from Mercury) for the 3D visualization. Finally, I managed several interns for pure development tasks in order to boost the development team.The development was made in C and C++ with Visual C++ 6.0 and ported on HP UX, Linux Redhat and Suse, SUN Solaris, IBM Aix systems.Achievements:- Refactored the existing architecture of the existing prototype of the product- Designed and Implemented the Graphical User Interface to expose the features developed by the Kernel team.- Conducted the Testing stages as well as the documentation, porting and packaging issues.- Managed a small team of interns for development tasks.
