During my Federal career in the Civilian Intelligence and Security profession I served on various boards. Initial hiring authority, As a senior civilian employee, I was tasked to sit on a hiring board by the local office of Personnel. Our function was to grade applicants, on Experience, training, awards, or technical skills. Our ratings were used by the selecting official for hiring criteria. On another board I was involved with the Professional Development Counsel: In the Counsel we validated the training requirements for advancement of Government Security Officers, job code 0080, and Intelligence Officer 0132, at the GS 5-7-9-11 & 12 pay bands, as well as the Senior positions of GS Grades 13-14-15. Our recommendations we incorporated into the Civilian Development Plans, for these Career Fields. As a senior member of the staff, I supported individuals who were placed into our agancy. Many of these individuals had drug/alcohol/work place issues, or performance issues. I worked to councel or advise them on Civil Service requirements, and to advise them to alternate employment options. I worked to help them regain their security clearance or employment status. As a Senior Officer I was privileged to serve as a member of the DOD/OSD Senior review group, were we met to review & discuss changes to security regulations. I likewise was fortunate to serve in 2006-2008, as a member of the Defense Security Academy staff; Security Education Training & Awareness (SETA) working Group.

After 911, I was appointed under emergency authority to be the Director of Intelligence & Security for the Homeland Security Taskforce, and to provide the necessary intelligence support and security coordination for this operation. I created a staff to support our daily requirements for the distribution of senior intelligence products, and the passing of clearances. I was responsible for annual and recurring security staff training. I attended daily JTTF meeting in the Pentagon, and received the worldwide terrorism reports daily. My staff was responsible for morning distribution of the WIRE. I grew this office from the ground up ! I was responsible for all intelligence processes and administration of security policies. I coordinated the COG/COOP efforts in conjunction with the DCCM office under our jurisdiction. I played a role in the annual COG and supporting exercises. I acted as a staff officer during emergencies such as the challenger space disaster. I managed a staff of military & contractors at the who were integrated at the DHS, who provided operational support. I worked with senior OSD personnel to create the permanant office. Due to my performance, I was continued on for two more years until 2003. I had to inovate new methods and procedures. This office grew from the initial 12 personnel to over 120 personnel. I received a special award for my excellent work establishing this OSD Office.

This unique opportunity allowed for the total review of all active and closed Counterintelligence cases and interviews, from over 500 CI field offices, and resident agencies, that were initiated during the 1960's. While the reading requirement was overwhelming and a daunting task, the education and overall information gained was a once in a life-time opportunity from a historical perspective, for anyone in the CI profession.

I briefed senior government officers &-installation commanders nationwide. I coordinated Industrial security facility protection for contractors. I conducted OPSEC, and countersurveillence operations, at sites during National COG exercises. At our disposal, and under [OPCON] Operational Control, were 902nd MI/CI agents who were embedded in this program. I procured special equipment and requested COMSEC monitoring for exercises. I supervised junior CI personnel, interns, and civilian & military security specialists.

As an OCS Graduate I served a short tour as the National Guard Bureau and Army Reserve representative to the active OCS program at Fort Benning, GA., For my efforts I received the National Guard Minuteman Award for exceptional performance. Later, I Held an number of command positions on the Bn staff as the S-2 officer, SSO, CI support Officer, Assistant Operations Officer S-3, and the Deception Planning Cell, Officer In Charge (OIC). I held training offer positions, and Staff Officer Positions, previously with the Pennsylvania Army National Guard, at its Headquarters. I Supervised enlisted specialists all engaged in the collection, analysis and final distrubution of All Source Intelligence products.
