Initial hiring authority, As a senior civilian employee, I was tasked to sit on a hiring board by the local office of Personnel. Our function was to grade applicants, on Experience, training, awards, or technical skills. Our ratings were used by the selecting official for hiring criteria. On another board I was involved with the Professional Development Counsel: In the Counsel we validated the training requirements for advancement of Government Security Officers, job code 0080, and Intelligence Officer 0132, at the GS 5-7-9-11 & 12 pay bands, as well as the Senior positions of GS Grades 13-14-15. Our recommendations we incorporated into the Civilian Development Plans, for these Career Fields. As a senior member of the staff, I supported individuals who were placed into our agancy. Many of these individuals had drug/alcohol/work place issues, or performance issues. I worked to councel or advise them on Civil Service requirements, and to advise them to alternate employment options. I worked to help them regain their security clearance or employment status. As a Senior Officer I was privileged to serve as a member of the DOD/OSD Senior review group, were we met to review & discuss changes to security regulations. I likewise was fortunate to serve in 2006-2008, as a member of the Defense Security Academy staff; Security Education Training & Awareness (SETA) working Group.

Chief Of Security Cio/G-6 And Dod Biometrics Office Gs-14Dod Nov 2003 - Aug 2008Washington, Dc, UsI was in charge of the Security Management Office (SMO) for the Chief Signal Officer/Army CIO. I was the senior person responsible for Army Security Operations, at the Pentagon and in local DC Offices. In this capacity on the senior Army staff I worked for over 8 different three star LTG Lieutenant Generals, their deputies, and senior members of their staff. I additonally held administrative functions; approving offical- for the Defense Travel System, (DTS) and as a trusted agent-for the Contractor Verification System (CVS) under DMDC. I supported Industrial Security operations for multiple contracts. I planned and supported our COG/COOP exercise cell and participated in all COOP/COG exercises. I provided security oversight from inception, to the Biometrics Management Office (BMO) as it was under the perview of the CIO. I created a staff to support our daily requirements for the distribution of senior intelligence products, and the passing of clearances. I was responsible for annual and recurring security staff training. I attended daily JTTF meeting in the Pentagon, and received the worldwide terrorism reports daily. My staff was responsible for morning distribution of the WIRE. I grew this office from the ground up ! I was responsible for all intelligence processes and administration of security policies. I coordinated the COG/COOP efforts in conjunction with the DCCM office under our jurisdiction. I played a role in the annual COG and supporting exercises. I acted as a staff officer during emergencies such as the challenger space disaster. I managed a staff of military & contractors at the who were integrated at the DHS, who provided operational support. I worked with senior OSD personnel to create the permanant office. Due to my performance, I was continued on for two more years until 2003. I had to inovate new methods and procedures. This office grew from the initial 12 personnel to over 120 personnel. I received a special award for my excellent work establishing this OSD Office. -
