David Watt has a Masters Degree and over 20 years experience in test engineering, lab development and systems engineering processes and management. His experience ranges from the hands-on doing of these tasks in the early years to managing the technical activities and associated personnel during the last 17 years. He is considered a subject matter expert in the area of Quality Assurance, test engineering and test lab management and has a passion for helping organizations successfully implement appropriate, formal testing processes and the required test labs.As a sr manager for Lockheed Martin’s internal IT company, David saw the need for radical improvements to the testing processes. Utilizing his vision and the experience, he setup 3 geographically dispersed test labs and implemented formalized test processes within the next 18 months. Since then, this testing capability has resulted in up to 75% reduction in production incidents and the labs have grown to the point where they are now managing over 90 permanent test environments in which over 1000 tests a year are performed for the on-going testing and sustainment of production services. David is an innovator, accomplished technical manager and team builder, managing projects and organizations of up to $7M of annual budget with over 50 employees. David has consistently demonstrated his ability to think out of the box and develop innovative solutions to complex problems by simplifying processes or developing new management approaches resulting in significant cost savings. David has been the recipient of several awards for innovation and cost savings.In his role with Lockheed Martin, David has provided consulting services to many internal programs, government and commercial organizations regarding their testing processes, test lab architecture and operations.
