I currently serve as Senior Advisor to the twelfth Vice Chairman of the Joint Chiefs of Staff, Admiral Chris Grady. One of only two highly-qualified experts on the Joint Staff, I provide recommendations to the Vice Chairman across a range of topics, from strategic policy and operational concepts to requirements and acquisition.

I built and teach a new course on the role of allies and partners in U.S. national security development at the Edmund A. Walsh School of Foreign Service Center for Security Studies, with a focus on accounting for a nation's particular security, economic, and domestic dynamics. I also teach the intersection of AI and national security, to include the technical underpinnings of AI and machine learning and exploration of policy implications across a range of AI-related areas.

In this role I led analysis across a range of topics, with top-line authorship on Joint Force readiness, frameworks for strategic competition, and the future of the international order. As a senior advisor, through MITRE I supported the work of the Defense Department's Chief Digital and Artificial Intelligence Office and the Office of Net Assessment, with engagements, written products, and participation in wargames and other analytical events.As Senior Principal in MITRE's Modeling & Analysis Innovation Center, I managed the creation of MITRE's first wargaming capability, bringing together a multi-disciplinary team across the company to address key government sponsor problems as part of a continuum of experimentation. This included leveraging MITRE's differentiated strengths in technical applications for gaming, and exploring key domains such as space, cyber, supply chains, and healthcare. This new start leveraged my expertise in generating new work and funding streams, talent identification and recruitment, and sponsor engagement and problem-shaping.

I brought strategic policy creation, programmatic skills, and operational experience to MITRE's Center for Data-Driven Policy, shaping and executing its analytical program, including the role of emerging technology in national security. I also manage MITRE's inaugural military fellowship program, due to welcome its first cohort in 2021.

• I advised the 40-person AI and autonomous systems technical center on integration of these technologies into future military operations.• I shaped the operating principles and first five-year strategic roadmap for the Joint Artificial Intelligence Center.• I co-wrote strategic plan for incorporating AI-enabled technologies into tactical command and control for ground forces.

Office Of Net Assessment

• I researched and analyzed operational aspects of warfare, with a focus on the Asia-Pacific region, resulting in an assessment of U.S. capabilities relative to peer competitors to inform senior Department leadership decisions.• I partnered with experts from industry, academia and foreign militaries to identify emerging technological integration issues, such as the role of artificial intelligence in warfare.• I worked with senior defense leaders from India, Estonia, and Japan to deepen mutual understanding of challenges faced by U.S. allies and partners.• I briefed Indian national security officials including one-on-one sessions with leaders on future warfare developments and strategic competition in the Indo-Pacific region that led to the development of their own unique assessment capability.

• I was selected as lead writer for the first classified addendum to the Navy strategy and to the core writing team for the Chairman of the Joint Chiefs of Staff’s Capstone Concept document.• I led 13 professionals to execute Navy strategy for five distinct portfolios: wargaming, interservice staff discussions, countering weapons of mass destruction policy, irregular warfare, and Navy fellowship programs.• I facilitated top-level meetings between Chief of Naval Operations and his staff with counterparts at Marine Corps and Coast Guard.

• I provided foreign policy analysis and recommendations, focusing on U.S.-European affairs and strategic communications, as the board-selected Navy representative to the Brent Scowcroft Center on International Security.• I spearheaded extensive projects on Nordic-Baltic security and the role of public diplomacy in national strategy development that included panels with government and academic experts and authoring long-form reports, one of which appeared on several university curricula. • I published 11 times in both national and international media such as The Hill and Defense One on issues ranging from military-civilian relationships to Ukrainian leadership transition.• I advised Norwegian and Finnish government officials on regional security concerns and emerging areas of competition such as the Arctic.

• I led 150 personnel in the maintenance and operation of four E-2C Hawkeye aircraft, providing command and control to the carrier strike group, joint and coalition partners, and national agencies.• I managed a $4.2 million operating budget and scheduling of over 1,200 mishap-free flight hours in support of carrier strike group requirements.• I provided oversight for the maintenance of four aircraft valued at $400 million, resulting in a 98% flight schedule completion rate.• I steered the squadron’s training requirements for 25 aircrew through sequestration’s fiscal impact, leading to innovative exercise opportunities outside traditional sources, including with Air National Guard, US Air Force, and Royal Navy assets.

• I served as the Chairman’s portfolio manager for political-military matters as they related to NATO’s role in Afghanistan, as well as the United Kingdom, the Netherlands, Belgium, Luxembourg, and Ireland. • I worked with interagency counterparts to articulate force requests from allies and partners as part of the ISAF troop surge effort, resulting in contributions of over 7,000 personnel from coalition nations.

I held the four major managerial billets in an operational squadron, including both the Maintenance Officer, in which I was responsible for the production of 120 personnel in the maintenance on four E-2C Hawkeye 2000 aircraft, and the Operations Officer, responsible for the planning and execution of the squadron's flight operations during the 2007-2008 deployment onboard USS HARRY S TRUMAN (CVN 75).
