Lee Seiu Kin is both lawyer and engineer. He obtained his Bachelor of Engineering from the University of Adelaide (1976), Masters of Engineering (Construction Engineering) from the National University of Singapore (1982), MBA (Distinction) from INSEAD (1983), LL.B (Hons) from the National University of Singapore (1986), and LL.M (Hons) from the University of Cambridge (1987).He began his career in 1977 as a civil engineer in the Public Works Department (PWD), Singapore. He was registered as a Professional Engineer in 2003.Upon obtaining his legal qualifications in 1987, he joined the Attorney-General’s Chambers (AGC) as State Counsel, and rose to Senior State Counsel. He was appointed Judicial Commissioner of the Supreme Court of Singapore from 1997 to 2002 and returned to the AGC as Solicitor-General from 2002 to 2006. He was appointed Senior Counsel in 2003 and elevated as a Judge of the Supreme Court in April 2006. He retired from the Bench in January 2024 and was thereafter appointed Senior Judge, in which capacity he continues to preside over cases in the High Court on a part-time basis.In the AGC, Seiu Kin took charge of its computerisation project which involved the digitalisation of files and research material as well as transforming it from a paper to an IT-based organisation. He helped conceptualise and develop LawNet, the primary source of electronic legal research for the local legal sector. As Judge, Seiu Kin continued to be involved in IT: he chaired the committee in the Supreme Court to develop its Electronic Litigation System and the LawNet Management Committee (later renamed Legal Technology Cluster Committee) of the Singapore Academy of Law.In his 23 years on the Bench, Seiu Kin dealt with the entire gamut of commercial cases filed in the High Court with a focus on building & construction, intellectual property, and information technology cases. From 2006 to 2022, he was a member of the Legal Services Commission.Seiu Kin is presently a Resident in The Arbitration Chambers and practises in the ADR space, principally as arbitrator and mediator. With his background, he is particularly interested in disputes involving engineering, scientific and IT issues.
