Having served before, I was able to point to an actual record, one that suited this district. Achieved these results in a turbulent business environment, amid intense pressure from competitors intent on "rationalizing" the market for their for-profit chains.Increased organizational revenues by 91% and cash on hand by 394%, attracting new members and developing new income sources. Served on the National Education Commission on Time and Learning. Following publication of "The Case for More School Days” in the Atlantic, the U.S. Congress created this nine-member national commission to study potential changes in the American school day and year. The Commission issued its report, Prisoners of Time, in April 1994, endorsing the case for a longer day and year for students.Co-chaired a special Standards and Curriculum Task Force for the Legislature's Joint Education Committee. Drafted the sections of the state’s landmark education reform bill dealing with academic frameworks and curriculum standards for public elementary and secondary schools. Wrote successful legislation to create the first-ever statewide domestic violence registry for Massachusetts, linking disparate court computer systems and requiring judges to check on abusers' past histories before ruling on restraining orders. Led the fight in the Senate for early gay rights legislation, overcoming years of political resistance to win passage of a law protecting people against housing and employment discrimination based on sexual orientation. Served as chief Senate sponsor of the 1989 Toxic Use Reduction Act and of 1991 legislation protecting the Quabbin Reservoir and other key sources of drinking water.
