The Master has the overall responsibility for loading, stowage, attendance during voyage, and discharge of thecargo. The Master shall ensure that the terms in the agreed Charter Party are adhered to, in addition to all relevantlaws and regulations. In practice the responsibility for day to day cargo operations is delegated to the Chief Officer.In addition to the safety of the crew and vessel, it is the Vessel Master's duty to ensure that all operations areconducted in a safe manner and that good seamanship is always exercised.The Vessel Master must make every effort to prevent his or her vessel from coming into physical contact with theinstallations.The offshore installations procedures and instructions do not limit the Vessel Master's obligation to adhere to theInternational Rules for the Prevention of Collisions at Sea and the obligation to save lives.Master of vessel is responsible for the safety of their crews and vessels at all times. They have the authority todecide whether any operation affecting their vessels should proceed or terminate, and should question anyinstructions from installation or quayside personnel which may create a hazard to their crews or vessels.The Vessel Master must immediately advise the installation of: Any factor that affect the manoeuvrability, reliability, or cargo handling of the vessel in marginal weatherconditions. The expectation to take up station at the installation to judge vessel behaviour before making a decisionwhether to start or to continue operations.
