The Project consisted in 3 Phases. Phase 1 - swap sites (182 sites) and new redesign(50 sites) – Baku area (dense urban/suburban); Phase 2 – swap sites (39 sites) and new redesign (107 sites) – Absheron peninsula, Sumgait Area and South –West highway (urban and rural)Phase 3 - new sites in all the regions of the country.
