Implement the recommendations of the Service and Financial Sustainability Analysis which include allocation of direct and indirect costs, development of cost recovery targets, developing the methodology for fee calculation, and creating procedures for fee setting and calculation. Generate and propose fee changes and pricing for all of the districts fee based activities. Develop the capital budget for the district, including building the district's first five year General Fund Capital Improvement Plan and sinking fund for major and routine assets. Report to the Board of Directors on the progress of action items on their 2013 Strategic Plan, performance metrics, key performance indicators and the result of business plan improvements for the district. Manage the Business Plan Teams which analyze, rank and recommend new funding for programs. Monitor and/or run the Process Improvement Committees which propose changes to the organization's business processes. Additional duties included scenario modeling for proposed operational and policy change as well as project management for IT, capital, programmatic or public private partnerships for the district on an as needed basis.For ten months serve as project manager for the updating and conversion of the financial software. Including: - Develop business case and present funding proposal for the project. - Document current business process through mapping and identify areas of needed improvement in both technology, workflow, developing system interfaces and eliminating shadow systems. Included in the scope of the project time entry, attendance,HR, AP, AR, cash receipts, financial reporting and proposing changes to the chart of accounts. - Work with a cross functional team of staff to understand user requirements, streamline work processes, identify challenges and and communicate expectations. - Develop and release an RFP and vendor selection process.

Stepped in to manage personnel and projects due to an unanticipated vacancy. Duties included - Delivering an Active Directory and Novell Groupwise to Office 365 conversion that was already past the intended go live date. - Finishing the transition of our third party credit card processor by converting card readers, modifying business processes and changing the districts website interface. - Proposed a business case to the management team for replacing or rebuilding the district proprietary point of sale and class registration system. - Improved change management communication on IS changes. - Went through with Information Services staff the outcome of the district's operational assessment of the Information Services department and future changes in structure and service provision. - Managed an operating budget of $1.3 million and a capital program of $800,000. - Supervised of staff of five including a website/GIS specialist, helpdesk technician, system administrator/ network engineer, database programmer and a database administrator. - Generated a six month workplan and task list for the permanent replacement, as well as training and on-boarding the new manager.

Portland Water Bureau, City of PortlandPrepared utility rate models, bond documents, and financial reports. I developed the cost of service methodology and gathered the data to prepare the annual rate ordinance for the Water Bureau. Other duties included payroll tracking, indirect cost rate development, budgeting, fund management, Capital Improvement Project monitoring, and water sales reporting.

Office of Management and Finance, Financial Planning Division (Now the City Budget Office).Prepared city wide budget documents, developed analyses related to new and existing services. Portfolio included City's self-insured health fund, transportation, IT department, cable and franchises, and water utility.Managed citywide budget software database which included managing an IT upgrade to budget software, report writing software, .NET framework, SQL server, and the interface with the City's ERP solution. Managed the annual salary and benefit forecasting system for the city's budget process.

Developed the City's five year long range financial forecast for the General Fund which include Police, Fire, Parks, Planning and Transportation. Performed revenue and expense projections, monitoring, and reporting for the General Fund.Organized staff and citizen Revenue Restructuring taskforce.
