Deputy Secretary and Chief Operating Officer (and Acting Secretary/Chief Executive Officer) of a federal Cabinet department with an $85+ billion budget ($12.5 billion discretionary) and more than 17,000 employees. Served 6 months as the Acting Secretary and a member of the President's Cabinet. Managed 13 line agencies, 6 service agencies, and 4 adjudicatory bodies within the Labor Department. Oversaw strategic planning and performance management; budget formulation and financial management; human resources, executive resources, and personnel management policies; legislation and policy development and implementation; grants production and other production functions; and regulatory policy development and regulation promulgation.

Taught Labor Relations Law, Employment Discrimination Law, Problem-Solving & the Law of the Workplace, and Torts. Wrote about the economics of labor and employment law, particularly the National Labor Relations Act and the Americans with Disabilities Act; employment discrimination law doctrine. Led the labor and employment law curriculum group and led and designed various labor and employment law programs.

Served in a variety of policy and management positions including Acting Assistant Secretary for Policy, Deputy Assistant Secretary for Policy, and Special Assistant to the Secretary.
