The mission of the TAC (Training Advisory Council) is to provide ongoing advice to the Chief of Police and the Training Division in order to continuously improve training standards, practices, and outcomes through the examination of training philosophy, content, delivery, tactics, policy, equipment and facilities.TAC members are assessed and selected for a 2 years term on the council.

Trauma Intervention Program is a group of specially trained volunteers who provide emotional aid and practical support and resources to victims of traumatic events and their families in the first few hours following a tragedy. TIP Volunteers are available 24 hours a day, 365 days a year. Volunteers are requested through the emergency response system at the request of police, fire, paramedics, hospitals, medical examiners, schools and businesses. TIP Volunteers support family members and friends following a suicide, natural or unexpected death; victims of crime; victims of fires; drownings; people involved in motor vehicle accidents; witnesses to crimes and people who are affected by gang and gun violence. TIPNW currently has over 200 volunteers responding to an average of 170 calls per month.

Duties include:• Training Committee Chair• Assessment of staff needs, by industry standard, community specific, and staff requested• If possible, identify internal and organic means of training, by way of content, presenter, and delivery modality• Research the most appropriate and engaging external training, if best suited to agency goals• Facilitate trainings where and when needed• Develop, update and validate content, as needed• Evaluate, recommend and implement Learning Management System• Development of centralized community learning opportunities for staff to develop professionally or pursue self-care• Maintain agency training calendar, records, and budgetary recommendations

Neighborhood Emergency Teams (NETs) are Portland residents trained by Portland Bureau of Emergency Management and Portland Fire & Rescue to provide emergency planning and assistance within their own neighborhoods. NET members are trained to save lives and property until professional responders can arrive. These volunteers are specially trained to help others without putting themselves in harm’s way. NET members are: Prepared to be self-sufficient for two weeks during any emergency.Able to provide emergency assistance to their family and immediate neighbors. Able to work within an emergency response team to save lives and property in their neighborhood. Able to guide untrained volunteers who want to help others during a disaster.
