As Executive Deputy Insurance Commissioner, I performed chief operating officer work overseeing the operational functions, lean implementation, and day-to-day operations of the Insurance Department including budgets, efficiency efforts, human resources, and fiscal management. The position had responsibility for overseeing 250 employees and a $30 Million annual budget. As a Department, we participated in the Governor's initiatives and it was my responsibility to carry out these plans. We implemented a recruitment and retention effort in order to gain new employees, especially millennial's, and engaged in succession planning to be prepared for a large number of retirements in the next several years. We also started an agency-wide mentorship program to assist newer employees in developing their skills. In 2016, I began participating in a process improvement initiative to bring lean principles to state government. I also served as the Deputy for the Office of Insurance Product Regulation & Administration. We were responsible for reviewing and regulating insurance rates charged and policy forms sold in PA for accident and health, life, and property and casualty insurance.

In 2013, I became Vice President - Legal & Secretary of Virginia American Water, the largest investor-owned water company in Virginia. VAWC provides water and wastewater services to over 65,000 households and businesses throughout Virginia in four distinct areas: Alexandria; Prince William County; Hopewell; and the Eastern District. In 2013, I led the legal team for the $26 Million acquisition of the Dale Service Corporation, a 20,000 customer wastewater system in Northern Virginia. This acquisition was American Water's largest in many years and we were able to sign, obtain regulatory approval, bring on twenty new colleagues, and close the deal in six months. In addition to M&A, I provided general corporate legal services including serving as Secretary to the Board of Directors; contract, risk, insurance coverage/management, and litigation management, and regulatory support. I also served as a member of the senior staff of Virginia American Water and provided legal and business guidance to the management team.

Maryland-American Water Company provides high-quality and reliable water service to over 4,000 people in Bel Air, Maryland. My support included general corporate, governmental, environmental, and regulatory/rates. I also served as the Secretary to the Board of Directors and managed corporate records. In addition, I served as a member of the senior staff of Maryland American Water and provided legal and business guidance to the management team.

As a member of the Florida Bar, I represented a joint venture, American Water-Pridesa, during the remediation of the Tampa Bay Water Desalination Plant, one of the largest such projects in the world.

To broaden my abilities as a corporate counsel, I accepted a temporary assignment in operations as part of a developmental program. American Water named me as a Manager of Field Operations as part of a rotational assignment in the business. My duties, which required me to operate as a consultant, including meeting with officials from multiple AW subsidiary companies from all operations in the U.S. Based upon these interviews and site visits, I developed written policies that promoted more effective and cost-efficient operations in the business. These policies were discussed and implemented in throughout American Water's subsidiary companies.

I represented the Commonwealth in the defense of federal and state civil (non-tort) litigation for four years. Later, I became the Attorney-in-Charge of then-Attorney General Mike Fisher's Bureau of Consumer Protection Office in Harrisburg. I led a team of a dozen employees. We filed lawsuits on behalf of the public against businesses that engaged in unfair trade practices. The job required the granting of news interviews to the media and presentations to the public at educational forums and meetings.

Following my graduation from law school, I served as a full-time judicial law clerk to the Honorable Donald E. Wieand, a member of the Superior Court of Pennsylvania. The Superior Court is an intermediate appellate court that handles certain appeals (e.g., civil, criminal, family) from decisions of the courts of common pleas from around the Commonwealth.
