Among other things, oversaw DHS policy on border security, relations with Mexico, Canada, Cuba, and other Western Hemisphere countries, immigration, asylum, and refugee policy, counterterrorism, and trade and transportation security.

Led team advising Secretary Johnson on a wide variety of issues relating to security threats to the U.S. homeland, and on how to address them while preserving civil liberties and privacy rights. Among other things, led DHS policy development on the screening of people and cargo moving through the global and domestic travel and transportation systems and.

Partner at boutique law firm litigating complex matters in federal and state trial and appellate courts, including the U.S. and California Supreme Courts, and the immigration courts. Advising clients on various legal matters, including business disputes, immigration, privacy, constitutional issues, customs, supply chain issues and international trade.

In addition to advising private sector clients on various issues, frequent advisor to the US government on such things as:-- National Strategy for Global Supply Chain Security;-- Quadrennial Homeland Security Review;-- CBP International Strategy;-- DHS Review of Land and Maritime Domain Awareness

Ran as an Independent "No Party Preference" candidate for the California State Senate, and lost narrowly in the June 2014 primary.

Practiced appellate and constitutional law, representing clients in federal and state trial and appellate courts.

Served as Director of Policy and Planning for U.S. Customs and then U.S. Customs and Border Protection in the wake of the 9/11 attacks, as well as Counselor/Senior Policy Advisor to Commissioner Robert C. Bonner, playing a central role in developing and implementing post-9/11 US border, supply chain, and immigration policy.

Practiced appellate and constitutional law, First Amendment and media law, international trade law, and white collar criminal defense, in both the Los Angeles and Washington, DC offices.
