Seán McGurk serves as the Senior Policy Advisor to the Industrial Control System Information Sharing and Analysis Center (ICS-ISAC). The ICS/ISAC is the Private/Public center for knowledge sharing regarding Industrial Control System (ICS) cybersecurity. The ISACs operate in vertical industry segments such as Electricity, Water and Surface Transportation, or as horizontal organizations such as the Multi-State ISAC or IT-ISAC. ICS-ISAC is a horizontal ISAC with a mission to capture and transport critical cybersecurity information between vertical ISACs and impacted parties. The ICS-ISAC works to create a community of communities as part of achieving its mission. The Center’s membership consists of asset owners and operators, vendors, integrators, industry associations and other organizations that can work together to share knowledge with and from broader constituent groups.The ICS-ISAC creates and maintains the Situational Awareness Reference Architecture (SARA) to foster knowledge sharing capabilities. SARA is a compilation of industry standards, technical practices and processes designed to enable situational awareness both at industrial facilities as well as across shared infrastructure.

In this role, he was responsible for all aspects of infrastructure security for the global fleet of AWS data centers and associated colocation facilities. Mr. McGurk’s responsibilities included establishing and maintaining a robust customer relationship with key stakeholders on the Data Center staff to ensure complete understanding of security processes to enable the delivery of viable security responses. He was responsible for planning, developing and implementing security plans, security programs such as Emergency Response and Crisis Management, Physical Security, Incident Management and coordinates site investigations with the Global Intelligence and Investigative team. Mr. McGurk maintained an extensive knowledge of complex industry trends, current security issues and security technology, and updates management on risk and threats that could impact the Data Centers. His team is responsible for performing annual risk analysis for the Data Center sites, particularly with respect to level of crime, terrorism, workplace violence, and threats from natural and man-made disasters. Mr. McGurk provided leadership and best practices to on-site Data Center management on security policy and practices. He identified exposures and provided recommendations as well as develops corrective plans that will be provided to their next level management. Mr. McGurk provided leadership, advice, and guidance to AWS senior leadership and staff in achieving current and long-range strategic program objectives. Mr. McGurk developed and implemented security coordinator program, which includes developing a training program for all contract site security coordinators. He was the liaison with local, state, federal, and international law enforcement agencies for the locations of the data centers to ensure world class security.

Mr. McGurk is responsible to lead the team that develops, qualifies and drives the capture of new business opportunities in the critical infrastructure space, including those from existing Intel Security's client base. Strategies focus on cyber security solutions strategy, architecture and advisory services. Market focus are those industries which are part of the nation’s critical infrastructure with a preferred emphasis on Energy / Utilities, Healthcare, Financial Services, and Transportation clients.

Seán McGurk served as the Senior Vice President for Strategy and Operations. Mr. McGurk was responsible for generating add-on and new business that expands CNI’s Cybersecurity business opportunities across markets including Energy, Transportation, Healthcare, Financial Services and Technology, as well as other critical infrastructure sectors and business sectors sensitive to the needs of cybersecurity. Mr. McGurk developed new client relationships and expanded upon existing relationships with the intent of identifying, qualifying and capturing new business opportunities. Mr. McGurk focused on trends in the IT and cybersecurity solutions space, and understand how these market forces can translate into effective solutions for CNI’s clients. He maintained awareness of the competitive landscape and fostered strong relationships with other CNI experts to understand what differentiates CNI from our competitors within each of the target markets; collaborate with CNI leaders and sales teams in shared accounts to integrate cybersecurity solutions.

Seán McGurk created the global practice for critical infrastructure protection and cybersecurity for Verizon Enterprise Solutions. Prior to joining the Verizon team, the company focused on compliance audits and forensic investigations of enterprise data breached. In this role, Mr. McGurk developed and managed Verizon’s capabilities for industrial control, automated and embedded systems security to assist the company’s large business and government customers combat a wide range of emerging cyber security vulnerabilities and protect the nation’s critical infrastructure. Mr. McGurk was responsible for managing a global team for business development, capture, planning, delivery and implementation of security solutions. Mr. McGurk grew the team to a multi-million-dollar practice while delivering assessment, design and incident response capabilities for the industrial control systems community.

As the Director, Mr. McGurk was responsible and accountable for all aspects of the National Cybersecurity and Communications Integration Center. Mr. McGurk managed the overall mission of the NCCIC during steady state which included a government and contractor workforce of over 250 and surge operations which includes representatives from other federal state and local departments and agencies as well as the private sector. These representatives include members of the law enforcement and intelligence communities. Mr. McGurk was directly responsible for the daily execution of the missions of the U.S. Computer Emergency Readiness Team (US-CERT), Industrial Control Systems Cyber Emergency Response Team (ICS-CERT), and National Coordination Center for Communications (NCC). He managed changes in the National Cyber Risk Alert Level (NCRAL) to the Assistant Secretary for CS&C). Mr. McGurk made recommendations to the National Command Authority (NCA) for activating the Unified Coordination Group based on current cyber and communications threats and recommends changes to the National Terrorism Advisory System (NTAS). Mr. McGurk provided situational awareness, updates, and other pertinent information relating to cyber and communications incidents to the Secretary of Homeland Security and other Federal, State, and private sector senior leadership as needed. Mr. McGurk lead the efforts under the Comprehensive National Cybersecurity Imitative (CNCI) to integrate the reporting requirements from the national cybersecurity centers of the Department of Defense (National Threat Operations Center (NSA NOC), US Cyber Command Joint Operations Center (USCCOMJOC), the Defense Cyber Crime Center (DC3), the Department of Justice (National Cyber Investigative Joint Task Force (NCI/JTF) the Intelligence Community (Intelligence Community Incident Response Center (ICIRC) and the Department of Homeland Security (US-CERT).

In support of this strategy, the Director is responsible for coordinating control systems security efforts among Federal, State, local, and tribal governments to protect the nation’s critical infrastructures. The Director also works closely with control systems owners, operators, and vendors to improve control systems security within and across all Critical Infrastructures and Key Resources (CIKR). The CIKR is comprised of vital physical, human, or computer-based systems and assets that, if incapacitated or destroyed, would have a debilitating impact on our national security, economic well-being, public health, safety, environment, or a combination of these entities. In order to achieve these goals, the Director leads and manages a staff of over 50 civilian and contractor personnel responsible for the vertical and horizontal integration of government and industrial efforts to help secure industrial control systems. Exercises full authority for management of the CSSP and for the development and implementation of programs and policies designed to reduce the risk to the CI/KR by enhancing the cyber security of control systems in the public and private sectors. Develops mitigation plans and conducts risk assessments for cyber security vulnerabilities while working closely with the National Intelligence Community to develop the risk models and evaluate threat information as it pertains to the cyber vulnerabilities focused on the industrial control systems. The Director leads strategic analysis and policy development in the cyber security of the control systems component of critical infrastructures and key resources. Oversees control systems issues and monitoring of events, coordinates responses to incidents impacting control systems, and provides guidance to resolve control systems security issues.

Principle Engineer, NJVC-LLC. Responsible for developing and maintaining Cost Estimation Models for the National Geospatial Intelligence Agency. The National Geospatial-Intelligence Agency (NGA) provides timely, relevant, and accurate geospatial intelligence in support of national security objectives. Geospatial intelligence is the exploitation and analysis of imagery and geospatial information to describe, assess, and visually depict physical features and geographically referenced activities on the Earth. Information collected and processed by NGA is tailored for customer-specific solutions. In support of NGA Mr. McGurk developed and maintained cost estimation models for a variety of production and development systems, to include information processing, information security, telecommunications, Voice over the internet (VoIP), Geospatial Data processing and storage, as well as many mission critical intelligence processing systems. Cost estimation models are developed for newly emerged NGA requirements, Service Requests, Trouble Tickets, Change Requests and other infrastructure requests each month. He developed and maintained models for this ongoing work, and, at the same time, upgrade and improve the system to provide accurate cost data for a wider range of proposals and projects. In addition, he was responsible for migrating the legacy systems to a new Enterprise Resource Management system that will incorporate all financial and project management functions.

Regional Director for Integrated Data Services Inc. Responsible for the professional growth and development of employees supporting various Department of Defense customers in the eastern United States. Aggressively manages multiple contracts supporting the Department of Defense with total funds more than three billion dollars. Mr. McGurk managed teams of technical and financial analysts that provide commercial and government businesses with the tools required to better access, process and manage information. Managed systems that specialize in the development of Intranet and Client-Server Enterprise applications, as well as providing smaller customized thin-client applications. Lead teams in the development of new database applications, and the migration/improvement of legacy systems. Developed policies and programs that ensured the workforce maintained a leading edge in industry. Mr. McGurk was directly responsible for hiring and developing diverse teams that operate in a multitude of complex environments. Mr. McGurk established direct contact with various customers throughout the Eastern United States for contract management and customer service.

As the Chief of Naval Operations Directed Command Master Chief, Naval Operations, Pentagon, Washington, D.C. Responsible for developing policy for military and civilian personnel Navy wide. Arms Control Inspector/ Deputy Team Chief at the On-Site Inspections Agency, Washington, DC, as an inspector in the Strategic Arms Reduction Treaty/Intermediate Range Nuclear Forces Treaty Branch. As an inspector, Mr. McGurk conducted numerous inspections throughout the Soviet Union and subsequent Nations. Additionally, supporting as both an inspector and escort, the Conventional Armed Forces in Europe, Open Skies, Nuclear Threshold Test Ban Treaties, the De-Nuclearization of the Korean Peninsula Agreement and the Wyoming Accord. During Operation Provide Hope, Mr. McGurk served as Deputy Team Chief and as the U. S. Representative to the Republic of Moldova in Chisinau.
