Developed the city’s digital workplace and digital city\smart city strategies and led supporting IT transformation and modernization efforts, upgrading core infrastructure, implementing new software-defined data center and network architectures, transforming the city’s cybersecurity practices, replacing the city’s public safety land mobile radio system, migrating the 911 center to a new, state-of-the-art, emergency operations center, and transitioning to the city to support a hybrid-workplace. Established CIO Advisory Group made up of private sector technology leaders who live or work in Chesapeake to assist in City’s IT transformation and modernization efforts. Enhanced IT procurement and vendor management and implemented business and technology capability modeling, IT Service Management (ITSM), IT Asset Management (ITAM), and Technology Business Management (TBM). Instrumental in developing the region’s broadband strategy and the Southside Network Authority’s fiber-optic network connecting the region’s five cities, and developed the broadband master plan for Chesapeake Connects, the city’s $42 million municipal fiber-optic network, LoRaWAN, and Private LTE wireless networks currently under construction.
