Manage all Foreign Military Sales (FMS) aspects of the ATCS by mapping the capability to defense requirements of potential/eligible Partner Nations. Confirm ATCS conforms to all Foreign Disclosure policies and procedures for discussion re: capability (frequency ranges, bandwidth, etc), notional fielding plan, and availability for procurement. Identify defense articles and services in support of case development and execution; utilize the Military Articles and Services List (MASL) to identify appropriate Major Defense Equipment (MDE) across each line on an FMS case. Perform review of deliverables for releasability and adherence to US foreign disclosure policy and conduct technical review of export license requests to ensure applicability and adherence to disclosure guidelines. As required, assemble multi-disciplinary teams to solve complex program management and technical problems to meet FMS case requirements

Update and streamline the International Agreement Memorandum (IAM) routing process and approval, allowing Partner Nations to quickly contract for purchase of terminal sets. Drafted the Customer Information Guide (CIG) provided to MIDS JTRS FMS customers. Draft and route vendor correspondence on behalf of the Contracting Officer’s Representative (COR), to include technical direction letters and letters against industry Contract Deliverable Requirements List (CDRL) submittals for MIDS JTRS deliverablesProduced cost estimates and point-papers on the utilization of MIDS Low Volume Terminal (LVT) Block Upgrade (BU)1/2 vs MIDS JTRS terminals. Perform technical evaluation reconciliations and close-out audits for accurate Government dispositioning on contracts and their associated delivery orders.
