Developed a comprehensive institutional development plan for the commission and together with the president of the Commission introduced the plan to various interests groups to seek funding and support. Wrote dozens of advisory opinions to clarify the position on various questions asked of us by the commercial court, bankruptcy administrators, stock exchanges, investment funds and others, Represented the Commission in the working group drafting the amendments to the Law on Securities and the Law on Business Organizations, drafted the Commission Code of Ethics and implementation guidelines and delivered training.Coordinated International Organization of Securities Commissions, IOSCO regional group activities and hosted a Consultative Group meeting in Budva in October of 2006.

Developed and implemented a trial monitoring project in Montenegro using law students as monitors. Insured fairness in admitting students into the program by developing standard tests, developed an observation template based on best practices documented by Transparency International and other global watchdogs, developed and delivered training with support of experienced Montenegrin trial lawyers, and supported the integration of the program into the University of Montenegro Law School. Managed ongoing institution building projects dealing with prison reform by drafting programs based on the prison needs, submitting them for funding, and reporting on the use of funds; Ombudsperson public campaign by meeting with the NGO sector to explain the intention and the functioning of the organization, coordinating, and delivering a set of seminars through Montenegro to popularize the institution, and support to the Prosecutor’s office by working with the Lead Prosecutor to identify skill gaps among the prosecutors, fund, and deliver programs to address those needs.As an officer of the field mission, participated in the weekly management meetings, provided regular updates on my programs, and often contributed to general management items.

One of a 12 recent law graduates chosen to support various reform programs across the government.Translated two months of training sessions delivered by the UK National School of Government to the senior Ministry officials and later supported those officials in choosing, formulating, and implementing a reform/improvement program utilizing the methods in which we were trained. Organized and conducted interviews, surveys, "journey of the passenger", and other fact finding exercises; managed SWAT and PEST analyses, formed steering groups, formulated mission statements and objective targets; drafted programs, and helped with implementation and reporting. Spent four to six months at the Commercial Court, the Prosecutors Office, and the Ministry of Justice.Worked intensely with foreign partners such as the American Bar Association, OSCE, USAID, and many others to coordinate activities in support of civil service reform.Passed the Government Employee Exam.
