Leads research and analysis of aeronautics concepts, technologies, and markets to inform client strategy development and portfolio management.

LMI is a mission-oriented not-for-profit consulting firm providing independent analysis to address the challenges facing the federal government. It was my privilege to lead this team in operations research (including analysis of alternatives, statistical data analysis, mathematical modeling, discrete event simulation, and agent-based modeling), and financial management. We helped government leaders plan and execute their programs through our rigorous, quantitative research and analysis and by providing trusted and integral program management support. We helped agencies achieve their core goals through strategic planning and mission analysis; formulating resource management strategies and policies; and determining the best systems, programs/projects, and technologies to invest in by analyzing costs, benefits, and risks. Within our operations research practice, we developed a deep aeronautics and aviation domain expertise, including a 24-year history of supporting NASA aeronautics programs and projects. In our financial management practice, we had decades of experience with the Army and the Defense Logistics Agency as well as engagements with the Department of Veterans Affairs, Department of Homeland Security, and several other clients.

At NASA’s Ames Research Center, I focused on policy analysis, program planning, and conceptual aircraft design. Having started as a GS-9, I was promoted up to a GS-14 in six years and my accomplishments include:• Led assessment of the benefits and safety of air traffic management decision support tools and operational concepts. Wrote and implemented a multiyear project plan, defining and tracking milestones, budgeting and scheduling, contracting for services, monitoring technical progress, reporting, and coordinating with stakeholders (FAA, airlines, and industry) and other NASA programs. Oversaw a budget of more than $20 million.• Led the creation and application of a suite of modeling and simulation tools. Interfaced with vendors, contractors, the user community, NASA customers, and FAA stakeholders.• Oversaw design and construction of the Aviation System Analysis Capability. Supervised the overall architecture and provided technical monitoring of contracts for the 5-year, $10 million project which integrated disparate computer models, simulations, and databases to enable decision support and investment analysis of research and technology projects.• Conceived the idea of Basic Aircraft Design–Web (BAD-Web) and led the design and development team. BAD-Web was a website that enabled a user to design an airplane by entering parameters, and it interactively returned the weight, performance, and a picture of the airplane. BAD-Web was highlighted in a May 1997 issue of Newsweek magazine.• Helped create and apply the conceptual aircraft design product Aircraft Synthesis (ACSYNT). Designed, programmed, tested, documented, and maintained the source code (more than 400,000 lines of FORTRAN, C, and C++). Produced and sent out annual major software releases and periodic maintenance releases and interacted with customers.
