شاهین اکبریان طبری در مرداد ۱۳۵۳ و در شهر تهران متولد شد. وی که در دانشگاه به تحصیل در رشته مهندسی مکانیک مشغول بود، در سال 1378 در این رشته فارغ‌التحصیل شد؛ ولی با توجه به علاقه‌ وافری که به حوزه تولید نرم‌افزار داشت، به عنوان یک کارشناس حرفه‌ای تولید نرم‌افزار گام در عرصه فناوری اطلاعات کشور گذاشت.شاهین طبری در سال 1377با توانی محدود اما عزمی راسخ برای پرکردن خلاء موجود در حوزه نرم‌افزار، وارد عرصه فناوری اطلاعات کشور شد و با تاسیس شرکت چارگون تلاش کرد با نگاهی رو به جلو  و بهره‌گیری از همراهی کارشناسانی نخبه، شرکتی بنا کند که امروزه، به عنوان یک بنگاه اقتصادی موفق و یکی از برترین‌های حوزه نرم‌افزار کشور به کارآفرینی و خدمت‌رسانی مشغول است. او به عنوان موسس و بنیانگذار شرکت چارگون مدت ۱۳ سال در سمت مدیرعامل در جهت اعتلای چارگون تلاش کرده و در حال حاضر رئیس هیئت مدیره گروه شرکت‌های‌ چارگون و شرکت خدمات مشتریان چارگون است.شاهین طبری در چهارمین دوره انتخابات هیات مدیره سازمان نظام صنفی رایانه‌ای استان تهران با رای اعضا به عضویت هیات مدیره درآمد و سابقه یک دوره رییس کمیسیون نرم‌افزار سازمان نظام صنفی رایانه‌ای تهران را داشته است.باور شاهین طبری به کاری که انجام می‌دهد و ماموریتی که برای خود متصور است، حتی در نگاه نخست کاملاً مشهود است. اعتقاد به نیروی انسانی چارگون به عنوان سرمایه‌ اصلی این شرکت از دیگر مشخصه‌های بارز مدیریتی اوست. تاثیرگذاری، سخت‌کوشی و قدرت ایجاد انگیزه در سایرین از دیگر شاخصه‌های فردی او است .شاهین طبری در سال ۹۴ شرکتی به نام راهکارهای سلامتی پدیدار تاسیس نمود و از این تاریخ به عنوان مدیرعامل در تلاش برای ایجاد تحول در ساختار نظام سلامت کشور با بهره‌گیری از فناوری اطلاعات می‌باشد.
