CurrentAn executive leader of the Police Department responsible for the Finance Division and 57 full time and 43 cross-functional employees for the Fiscal Services Section, Budget and Grants Section, and Asset Management Section. Developed and administered the annual budget of $555M for the city’s largest agency, using outcome-based budgeting for multiple programs and funds. Managed payroll for 3,200 positions, procurement of $43M annually, fleet management of 1,080 vehicles, facilities management of 27 buildings, quartermaster unit for 2,600 sworn positions, and building security for city and police headquarters. Presented to political bodies including City Council and Board of Estimates, and provided data and subject matter expertise to elected officials. Realigned 75 budget activities, overhauled 39 performances measures, created needs assessments and budget committee, established training programs, and implemented position management. Reformed payroll to include moving 2900 non-exempt employees from exception reporting to pay to punch, biometric time clocks and mobile phone geofencing, new payroll policy manual with 50 new policies, additional payroll SOPs, electronic overtime pre-approval, compliance reporting, 45 job aides and 17 videos for employee training.Key Accomplishments: - Restructured agency budget and process to create accountability and transparency. - Reformed payroll system to eliminate historical fraud and abuse.- Implemented cost saving measures without service reductions such as overtime reduction by 32%. - Eliminated gift of public funds by achieving 100% secondary employment reimbursement (from ~70%). - Increased financial internal controls, implemented policies & SOPs while receiving 8 audits with limited findings.
