This role requires highly developed leadership skills to lead the development of a positive, adaptive and forward thinking culture within the team and the organisation. In an environment of significant growth, complex operating environment, with emerging corporate systems, multiple and diverse stakeholder groups and a high level of ambiguity, this role is required to deliver the planning, development and ongoing management of a large number of community facility projects across portfolio areas of community buildings, sports facilities, passive parks and parks furniture within a 20 year budget horizon.

This role required a particular focus on service delivery to residents of the City of Wanneroo in the delivery of Youth Services, Funded Services (Aged and Disability Services), the Healthy Communities Program (Public Health focus), community facility planning and development and through the City’s direct managed recreation facilities – Wanneroo Aquamotion and Kingsway Indoor Stadium. Operating in an environment of significant growth, significant diversity and complexity of stakeholder groups and an evolving State and Federal Government funding environment, strategic foresight, cultural leadership and change management were critical skill sets used in the role. The role was responsible for approximately 320 staff and a combined annual operating budget of $22M.

The key objective of this unit (newly created as a result of a 2009 organisational re-structure) was to engender a greater commercial acumen in the provision of Waste and Recycling Services, Business Development, and management of Wanneroo Aquamotion and Kingsway Indoor Stadium, with a view to reduce Council subsidy and generate alternative revenue streams. Significant cultural change was required in achieving the unit’s objectives, with a particular need to address significant OSH and human resource issues within the Waste and Recycling business. The unit comprised of approximately 340 staff, with a combined operating budget in the order of $25M.

The key focus of this role was in developing and managing key stakeholder relationships (both internal and external) and re-establishing corporate values within the team to achieve the objectives of the position. The key focus of the position included responsibility for the management of the City’s community and recreation facility assets, responsibility and lead in the planning of community and recreation facilities within the City and the planning and delivery of the City’s Cultural Development program. Overall the positon was responsible for 64 facilities, a total staff of 178 (56 FTE) and an operating budget of $4.9M.
