2013-2015 Mid-Atlantic Regional Maintenance Center (MARMC) Hull Division Production Officer Norfolk, VA E8/HTCS. Managed 183 employees conducting life cycle maintenance and intermediate level repairs to surface ships at Naval Station Norfolk, VA. Directed employees in the performance of Hull structural, piping, and sheet metal corrective maintenance to 35 locally based ships supporting Class Maintenance Plans during CMAV and CNO availabilities. Directly coordinated with Ship’s Force personnel developing a successful plan to complete each ship’s Class Maintenance Plan package for individual availabilities. Under my direct supervision, Hull Division conducted over 6.2 million dollars of repair work annually. Implemented a new training program which qualified 40 new welders/brazers, while managing the proficiency of a total 90 welders/brazers expanding MARMC’s overall capabilities and improving work processes realizing a cost savings of 14,000 dollars per quarter for fiscal year 2015. Developed training curriculum and instructed employees on the following Quality Assurance and fabrication documents: Joint Fleet Maintenance Manual, Mil-STD-248, Mil-STD-278, Mil-STD-1689, WP278, WP1689, 074 VOL1 and VOL3. Developed and applied new processes to address hot work and gas free certification shortfalls improving production efficiency by 10%. Certified as Quality Assurance Craftsman, Quality Assurance Inspector, and Quality Assurance Supervisor for all classes of Naval Ships. Qualified to weld CFE, CrMo, CRES, NiCu, CuNi, Inconnel, and Aluminum as a NEC 4955 coded welder.

2009-2013 Maritime Civil Affairs (MCA) Construction Engineer/Assistant Officer in Charge Virginia Beach, VA E7/HTC. Directly managed 44 employees in the execution of Civil Military Operations, coordinating efforts between foreign heads of state, US and Foreign Militaries, US State Department employees, and foreign government officials promoting US interests and foreign policy. Led employees in the execution of Disaster Planning/ Recovery efforts to ensure the wellbeing of Dislocated Civilians (DC) would be met in the event of emergencies by coordinating with local, district, and national government organizations, as well as Non-Government Organizations to provide assistance. Planned and executed Medical Civil Action Programs (MEDCAP) and Veterinary Civil Action Programs (VETCAP), as well as trained employees to execute and sustain DC Camps to support civil populous in the event of a natural disaster or national security situations. Managed 30 small scale engineering projects across a 1000sq. mile area in the Horn of Africa (HOA) to improve Host Nation capacity and foster US relations with local governments. Led expeditionary teams in site assessments of foreign schools, medical dispensaries, water systems, and power grids determining need for Humanitarian Projects in HOA. Developed and submitted nominations to HOA Civil Military Officer to develop contracts with local contractors to complete projects and oversaw the purchasing of materials including the project through its duration.

2007-2009 Center for Surface Combat Systems Program Manager for Personnel Qualifications Standards (PQS) which are the training qualification manuals for the United States Surface Navy located in Dahlgren, VA, E7/HTC. Navy-wide Program Manager directing the review and revision of 128 qualification books. Responsible for developing, updating, researching and editing the PQS manuals. Organized workshops to update/develop PQS manuals to include contacting military and civilian Subject Matter Experts (SMEs) to review the content. Determined best location and time to maximize participation from the SMEs. Gathered required information for the workshop to include current up to date references and technical manuals. Preparing for the workshop by having PQS templates and appropriate computer files for workshop execution. Determined the necessary length, usually one to two weeks, for the workshop by analyzing amount of content that required updating. Facilitating the workshop by focusing SMEs on the content review and ensuring all content was reviewed and approved in the time allotted for the workshop by the SMEs. Edited workshop results by reviewing changes and updating the PQS to reflect all inputs from the SMEs. Followed up with users of the new PQS to verify that changes were valid. Held an average 20 workshops a year resulting in the complete revision of 20 PQS books per year effecting 150,000 man years of Naval training.

2005-2007 SEAL Delivery Vehicle (SDV) Team 2 Wet Diving Submersible HM&E Chief Engineer Norfolk, VA E7/HTC. Managed Platoon personnel in the execution of the troubleshooting, repair, and maintenance of HM&E components to include piping, piping components, nitrogen purged electronics, diver’s air tanks, and ballasting systems. Developed and administered $400K dollar preventative maintenance schedule to ensure diver safety. Expertly managed 246 life cycle maintenance requirements for six SDVs. Ensured maintenance tasks were planned, brokered and completed on time enhancing the Combat effectiveness of all six SDVs. Qualified Pre/Post Dive Supervisor on SDV wet submersibles. Directly managed the Chemical, Biological, and Radiation (CBR) equipment for 28 platoon personnel. Planned and supervised associated training for all personnel to ensure equipment was utilized and cared for properly.

2003-2005 USS SEATTLE AOE-3 Repair Division Leading Petty Officer Norfolk, VA E6/HT1. Supervised 55 employees in the repair and maintenance of Ship’s Propulsion and Auxiliary Systems. Directly managed the execution of 2870 corrective maintenance line items saving the Navy over 8 million dollars in outside contractor costs. Qualified as Ship’s Fire Marshall. Trained 682 personnel in all aspects of Damage Control practices to include fire, flooding, CBR, and all associated installed and portable equipment. Qualified as Fuel Control Supervisor. Directly led the successful completion of over 2600 fuel transfers to tended ships while at sea. As Command Enlisted Surface Warfare (ESWS) Coordinator, trained and qualified 426 personnel as ESWS Specialists ensuring Ship’s personnel had a more broad understanding of Ship’s operations to successfully execute Command mission. Expertly performed as Ship’s Quality Assurance (QA) Officer. Developed QA training program and directly managed the qualifications of 624 personnel. Reviewed and approved over 300 Controlled Work Packages and Formal Work Packages supporting Ship’s maintenance and mission accomplishment.
