With the Bureau for Humanitarian Assistance (BHA)/USAID as a Humanitarian Assistance Officer, Mr. Wetherbee served on the Afghanistan team and managed a portfolio of NGOs, including a consortium working in Afghanistan. Duties included partner relations, award processing and management as well as responding to partner’s request and advising them on BHA/USAID guidelines, rules and regulations. He also reviewed concept notes for conceptual soundness, technical feasibility and budget for humanitarian assistance and disaster preparedness programs.

Working with Cordaid in Afghanistan as the Humanitarian Program Coordinator, Mr. Wetherbee led a consortium of NGOs for the implementation of humanitarian assistance programs under the Afghanistan Joint Response by the Dutch Relief Alliance. He also led in proposal development and secured 1.7 million and 325,000 Euros for humanitarian assistance activities. Some of the implemented projects included emergency response, livelihood, mobile money (working with a telecoms company) and WASH activities. In addition, he led cross sector projects in coordination with the Provincial Womens Network and the humanitarian assistance teams in order to support women’s protection in the organizations' efforts. Finally, Mr. Wetherbee met with donors such as ECHO to research new funding opportunities.

Kabul, Afghanistan

As the Senior Program Officer at FOCUS Humanitarian Assistance, Mr. Wetherbee managed the implementation of project activities for humanitarian assistance, Disaster Risk Reduction, food security and rural livelihoods programs by providing field teams with technical and administrative support well as leading the development of donor reports for USAID/OFDA, AusAid, UNDP, kfw development bank, ICIMOD and FOCUS Global Office. He also trained FOCUS staff to improve and standardize reporting and proposal development and served as the main point of contact for all FOCUS donors. He also coordinated with different departments for the development and securement of $1.6 million for World Food Program cash for work, $348,705 kfw development bank for DRR projects and $200,000 PATRIP school retro-fit grants and led in the development of UNOCHA CHF and Aga Khan Foundation/FOCUS FICC emergency shelter, NFI and cash assistance proposals and concept notes. His duties also include researching new funding opportunities and cultivating and maintaining positive donor/partner relations and representing FOCUS at relevant meetings, UN Cluster DRR and cash assistance working groups and international conferences within the Afghanistan humanitarian community.

Mr. Wetherbee served as liaison between Native American representatives, cultural resource department and construction supervisors while on site, directing data recovery projects. He also leads teams conducting cultural surveys, archaeological excavations and assists with report writing and data entry. Other tasks includes monitoring work sites and field visits and preparing monitoring materials and agendas. Finally, performing logistical and administrative duties to support program development.

Kandahar, Afghanistan

Mr. Wetherbee’s position with USAID in Afghanistan as a Field Program Officer, he oversaw a portfolio of USAID-funded programs. This consisted of liaising between USAID and its implementing partners and the Afghan Ministry of Agriculture officials to build capacity in an effort to implement microfinance, small enterprise, agribusiness and value chain development programs with the overall strategy to improve market development. He also led a grant proposal in coordination with a local NGO to produce public service announcements though television, radio and stage dramas as well as serving on the grant approval committee. Mr. Wetherbee also participated in weekly working group meetings to help guide the programs with senior level staff and field personnel. As a member of the USG interagency Mobile Outreach Support Team (MOST), he was also responsible for providing overall project support and backstopping, particularly working closely with the field teams by providing technical and administrative direction for program implementation, as well as supporting the development of new business in the region. He also led field research and analysis on a microfinance survey to determine farmer’s access to microcredit, business development and export markets though supply chains in Kandahar, which contributed to the advancement of economic development proposals and sector reports. Finally, Mr. Wetherbee also served as the On Site Monitor for several USAID programs in Key Terrain Districts which included traveling to program sites to monitor and evaluate and work with local staff to ensure good performance of the programs.

At RI, Mr. Wetherbee collaborated with field offices and program desks for USAID, UNDP, AusAid and European Union research, writing and editing of concepts notes and proposal development, provided backstopping and assisted in the oversight of program implementation, as well as providing strategic and technical assistance to achieve all program objectives. Duties also included assisting the Program Director in managing organizations’ $16 million microfinance portfolio consisting of 7 lending operations spanning 7 countries; managing marketing and communications outreach for new initiatives to support program development as well as contributing to writing and editing quarterly financial program and donor reports, drafting scopes of work and contract agreements for consultants and assisting in project budget analysis to support new social enterprise business development in Africa and the Middle East.

Mr. Wetherbee’s experience also includes working to create a network of Youth Financial Service practitioners with Making Cents International, by cultivating relationships with many microfinance and youth serving organizations in an effort to build a global knowledge base around topics related to youth development, and to strengthen the technical abilities of lending institutions and practitioners. He also researched and coordinated with organizations and initiatives working in the field of savings-led youth microfinance, leading to the development of project proposals to be used in concept papers and trainings.

At ACCION San Diego, Mr. Wetherbee participated in quarterly surveys, managed a grant research project and took part in coordinating community outreach events designed to build new relationships with potential donors and clients.

Asuncion, Paraguay

At FP, Mr. Wetherbee developed curriculum and training seminars for a microfinance learning course to increase the understanding of the lending methodology. He interviewed and wrote a manual for incoming interns about Fundacion Paraguaya and microfinance. Finally, Mr. Wetherbee wrote his Master thesis using FP as a case study, conducting and transcribing audio and written interviews to analyze the effects of upscaling within the organization and its impact on their clients.

Paraguay

During the Peace Corps, Mr. Wetherbee wrote successful USAID funded grant application and was awarded $7,000 to implement a running water project to improve community water resources and oversaw the execution of the project and the allocation of the budget such that the project was completed under budget. He also managed and led a successful grant and budget writing efforts with community groups, UNICEF and Plan International staff for construction of sanitary bathrooms in the local elementary school. This was completed with initial project under budget of $5,000. This project went on to serve as a model which led to a community-wide effort to construct sanitary bathrooms in 30 homes. Mr. Wetherbee also analyzed and designed a sustainable approach to gradually reducing community health problems, including training seminars and implementing and teaching a water purification program to ensure 3 communities maintained access to clean wells. He also tracked attendance and coordinated logistics for the development of training courses. For his leadership capabilities, Mr. Wetherbee was chosen as Voluntary Advisory Committee leader, and responsible for organizing bi-monthly meetings for volunteers in same region to exchange important Peace Corps information and collaborate on projects. Finally, he designed and conducted a community health census reaching 100 homes and approximately 500 community members.
